(1)本調達は、令和8年度予算の成立を条件と
する。
(2)契約手続において使用する言語及び通貨
日本語及び日本国通貨。
(3)入札保証金及び契約保証金免除,
(4)入札の無効本公告に示した競争参加資格
のない者のした入札及び入札に関する条件に
違反した入札。
(5)契約書作成の要否要。
本業務は、契約手続にかかる書類の授受を
電子調達システムで行う対象業務である。
なお、電子調達システムによりがたい場合
は、発注者の承諾を得て紙契約方式に代える
ものとする。
(6)落札者の決定方法予算決算及び会計令第
79条の規定に基づき作成された予定価格の制
限の範囲内で最低価格をもって有効な入札を
行った者を落札者とする。ただし、落札者と
なるべき者の入札価格によっては、その者に
より当該契約の内容に適合した履行がなされ
ないおそれがあると認められるとき、又はそ
の者と契約を締結することが公正な取引の秩
序を乱すこととなるおそれがあって著しく不
適当であると認められるときは、予定価格の
制限の範囲内の価格をもって入札した他の者
から上記方法をもって落札者を決定すること
がある。

(6)Qualifications for participating in the
tendering procedures; Supplier eligible for
participating in the proposed tender are
those who shall:
(i) not come under Article 70 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting. Furthermore, mi-
nors, Person under Conservatorship or
Person under Assistance that obtained
the consent necessary for concluding a
contract may be applicable under cases
of special reasons within the said clause :
(ii) not come under Article 71 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting :
() have Grade A, C of "Sellin
Toukai Hokuriku, Kinki or Chugoku
area in terms of the qualifications for
participating in the tenders by the Minis-
try of Land, Infrastructure and Transport
(Single qualification for every ministry
and agency) in the fiscal year, 2025.

(iv) have registered with the relevant aut
horities, in accordance with the Pet-
roleum Stockpiling Law (Law No.55 of
2001), to initiate business of selling Pet-
roleum Products.
