ただし、落札者となるべき者の入札価格に
よっては、その者により当該契約の内容に適
合した履行がなされないおそれがあると認め
られるとき、又はその者と契約を締結するこ
とが公正な取引の秩序を乱すこととなるおそ
れがあって著しく不適当であると認められる
ときは、予定価格の制限の範囲内の価格を
もって入札をした他の者のうち、当該入札者
の申込に係る性能等の各評価項目の得点の合
計を当該入札者の入札価格で除して得た数値
の最も高い者を落札者とすることがある。
(7)本件にかかる開札は、開札の日には落札決
定を保留したうえで落札予定者を決定し、4
月1日(令和8年度予算(暫定予算を含む。)
の成立が4月2日以降の場合は予算通知日)
に落札決定を行うものである。
また、暫定予算となった場合、予算措置が
全額計上されているときは全額の契約とする
が、予算措置が全額計上されていないときは
全体の契約期間に対する暫定予算の期間分の
みの契約とする。

次のとおり一般競争入札に付します。

(6)入札方法落札決定は、総合評価の方法を
もって行うので、総合評価のための性能、機
能、技術能力等に関する書類を提出すること。
落札決定にあたっては、入札書に記載され
た金額に当該金額の100分の10に相当する額
を加算した金額(当該金額に1円未満の端数
があるときは、その端数金額を切り捨てた金
額とする。)をもって落札価格とするので、入
札者は消費税及び地方消費税に係る課税事業
者であるか免税事業者であるかを問わず、見
積もった契約希望金額の110分の100に相当す
る金額を記載した入札書を提出すること,
入札回数は原則2回を限度とするが、場合
によっては3回目を執行することがある。な
お、やむを得ない場合を除き予算決算及び会
計令第99条の2に基づく随意契約には移行し
ない。
(7)電子調達システム(GEPS)の利用本
件は、証明書等の提出、入札及び契約を電子
調達システムで行う対象案件である。なお、
電子調達システムによりがたい場合は、紙入
札方式参加願・紙契約方式調印願を提出する
ものとする。
2競争参加資格
(1)予算決算及び会計令第70条及び第71条の規
定に該当しない者であること。
(2)令和7・8・9年度の一般競争(指名競争)
参加資格(全省庁統一資格)「役務の提供等」
の関東・甲信越又は東海・北陸地域の認定を
受け、A、B、C又はD等級に格付けされて
いる者であること。
(3)競争参加資格の申請は、「競争参加者の資格
に関する公示」(令和7年3月31日付け官報)
に記載されている時期及び場所で受け付け
る。
(4)申請書等の受領期限の日から開札の時まで
の期間に、中部地方整備局長から指名停止を
受けていないこと。
(5)会社更生法に基づき更生手続開始の申し立
てがなされている者又は民事再生法に基づき
再生手続き開始の申し立てがなされている者
(競争参加資格に関する公示に基づく再申請
の手続きを行った者を除く。)でないこと。
(6)警察当局から、暴力団員が実質的に経営を
支配する者又はこれに準ずるものとして、国
土交通省公共事業等からの排除要請があり、
当該状態が継続している者でないこと。
(7)入札説明書を3(3)の交付方法により直接入
手した者であること。
(8)本業務に事業協同組合として証明書等を提
出した場合、その構成員は、単体として証明
書等を提出することはできない。
(9)入札に参加しようとする者の間に資本関係
又は人的関係がないこと。
(10)本件調達に係る設計業務等の受注者又は当
該受注者と資本若しくは人事面において関連
がある者でないこと。
なお、設計業務等の受注者が設計共同体で
ある場合は、設計共同体の各構成員又は当該
構成員と資本若しくは人事面において関連が
ある者でないこと。
