(1)契約手続において使用する言語及び通貨

(3)入札者に要求される事項この一般競争に
参加を希望する者は、本公告に示した業務を
履行できることを証明する書類を指定する期
日までに提出しなければならない。入札者は、
支出負担行為担当官から当該書類に関し説明
を求められた場合は、それに応じなければな
らない。
また、入札に参加を希望する者は、上記証
明書と併せて暴力団等に該当しない旨を記し
た支出負担行為担当官が指定する誓約書を提
出しなければならない。
(4)提出書類の真正性の確保について入札者
が提出する書類は事業者としての決定である
こと。なお、押印が省略された書類に虚偽記
載等の不正が発覚した場合は、契約解除や違
約金を徴取する場合があり得る.
(5)入札の無効本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の提出した入札
書は無効とする。
また、(3)の誓約書を提出せず、又は虚偽の
誓約をし、若しくは誓約書に反することと
なった場合は、当該者の入札を無効とする。

入札者であって、予算決算及び会計令第79条
の規定に基づいて作成された予定価格の制限
の範囲内で最低価格をもって有効な入札を

tendering procedures: Suppliers eligible for

more, minors, Person under Conservator-
ship or Person under Assistance that ob-
tained the consent necessary for conclud-
ing a contract may be applicable under
cases of special reasons within the said
clause
②Are not being suspended from transac-
tions by request of the officials in charge
of contract
③Have Grade "A","B" or "C" on "offer of
services etc" in the Kanto-Koshinetsu
Area in terms of qualification for partici-
pating in tenders by Ministry of Health,
Labour and Welfare (Single qualification
for every ministry and agency) in the fis-
cal years 2025, 2026 and 2027
④ Prove to have no false statement in
tendering documents
⑤Prove neither the business condition
nor credibility is deteriorating
⑥ The applicant must have personnel,
etc., who are deemed to be able to reliab-
ly perform the work in question
⑦ ISO9001 or JISQ9001 and ISO14001 or
JISQ 14001 certification. The scope of re-
gistered services shall be building mainte-
nance services (cleaning)
8 The applicant must have at least one
contract for cleaning services at a facility
of the same size as the National Institute
of Health Sciences (cleaning area:
19,111.28m2) for the past five years (from
the fiscal year of 2021 to 2025)
