79条の規定に基づいて作成された予定価格の
制限の範囲内で最低価格をもって入札を行っ
た者を落札者とする。ただし落札者となるべ
き者の入札価格によっては、その者により当
該契約の内容に適合した履行がなされないお
それがあると認められるとき、又はその者と
契約を締結することが公正な取引の秩序を乱
すこととなるおそれがあって著しく不適当で
あると認められるときは、予定価格の制限の
範囲内の価格をもって入札した他の者のうち
最低の価格をもって入札した者を落札者とす
ることがある。

tendering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall: come under Article
70 of the Cabinet Order concerning the
Budget, Auditing and Furt
hermore, Minors, Person under Conser-
vatorship or Person under Assistance that
obtained the consent necessary for conclud-
ing a contract may be applicable under
cases of special reasons within the said
clause. ②Not come under Article 71 of the
Cabinet Order concerning the Budget, Au-
diting and Accounting. ③Have Grade "C" in
"offer of services etc" in terms of the quali-
fication for participating in tenders by Or-
ganizations in the Toukai-Hokuriku area
related to the Ministry of Finance (Single
qualification for every ministry and agen-
cy) in the fiscal years 2025,2026and2027.
④An eligible person is a person whose busi-
ness condition and credit are deemed not to
be a severe degradation, and who is sure to
implement the contract.⑤Have not re-
ceived suspension of designated contractor
status, etc. From any ministry or agency
(Including person specially qualified by offi-
cials incharge of disbursement of the pro-
curing entity).
