次のとおり一般競争入札に付します。

所総合警備システム更新整備一式

(6)入札方法落札決定に当たっては、入札書
に記載された金額に当該金額の10パーセント
に相当する額を加算した額(当該金額に1円
未満の端数があるときは、その端数金額を切
り捨てるものとする。)をもって落札価格とす
るので、入札者は、消費税及び地方消費税に
係る課税事業者であるか免税業者であるかを
問わず、見積もった契約金額の110分の100に
相当する金額を入札書に記載すること。
(7)電子調達システムの利用本件は、電子調
達システムを利用することができる案件であ
る。
2競争参加資格
(1)予算決算及び会計令第70条の規定に該当し
ない者であること。
なお、未成年者、被保佐人又は被補助人で
あって、契約締結のために必要な同意を得て
いる者は、同条中、特別の理由がある場合に
該当する。
(2)予算決算及び会計令第71条の規定に該当し
ない者であること。
(3)令和7・8・9年度法務省競争参加資格
(全省庁統一資格)において、「物品の販売
の「電気・通信用機器類」で「A」又は「B」
の等級に格付けされ、近畿地域の資格を有す
る者であること。
(4)その他、予算決算及び会計令第73条の規定
に基づき、支出負担行為担当官が定める資格
を有する者であること。

参加を希望する者は、入札説明書で示した書

い。入札者は、開札日の前日までの間におい

説明を求められた場合は、それに応じなけれ
ばならない。
(4)入札の無効本公告に示した競争参加資格
のない者のした入札書及び入札に関する条件
に違反した入札は無効とする。

限の範囲内で最低価格をもって有効な入札を

5 Summary

e-Procurement System' for the proposed
tender.
(7)Qualification for participating in the ten-
dering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall: ①Not come under Article
70 of the Cabinet Order concerning the Bud-
get, Auditing and Accounting. Further-
more, minors, Person under Conservator-
ship or Person under Assistance who have
obtained the consent necessary for conclud-
ing a contract may be applicable under
cases of special reason within the said clau-
se. ②Not come under Article 71 of the said
Cabinet Order. ③Have Grade A or B for
"Sale of product" in terms of the qualifica-
tion for participating in tenders related to
the Ministry of Justice (Unified qualifica
tion for All Ministry and Agencies) in the
fiscal year of2025/2026/2027,and have
qualification for the dealings in Kinki dis-
trict.④Fulfill qualifications specified by
the Official in charge of disbursement of the
procuring entity in accordance with Article
73 of the said Cabinet Order.
