(1)入札及び契約手続において使用する言語及
び通貨日本語及び日本国通貨
(2)入札保証金及び契約保証金免除
(3)入札者に要求される事項この一般競争入
札に参加を希望する者で、「紙」により入札に
参加を希望する者は、封印した入札書に入札
説明書に示す書類を添付し、入札書の提出期
限までに提出しなければならない。また、「政
府電子調達(GEPS)システム」により入
札に参加を希望する者は、入札書データを提
出期限までに同システムにより提出しなけれ
ばならない。入札者は、支出負担行為担当官
から当該書類に関し説明を求められた場合
は、これに応じなければならない。
(4)入札の無効本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の提出した入札
書は無効とする。
(5)契約書作成の要否要。
(6)落札者の決定方法予算決算及び会計令第
79条の規定に基づいて作成された予定価格の
制限の範囲内で最低価格をもって有効な入札
を行った入札者を落札者とする。

5 Summary

port of the Government Public Key Inf-
rastructure, 1 set
(4) Service period: as in the tender do-
cumentation
(5) Fulfillment place: as in the tender do-
cumentation
(6)Qualification for participating in the ten-
dering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
① not come under Article 70 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting. Furthermore, mi-
nors, Person under Conservatorship or
Person under Assistance that obtained
the consent necessary for concluding a
contract may be applicable under cases
of special reasons within the said clause.
② not come under Article 71 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting.
③have Grade "offer of services etc" A, B
or C in terms of the Single qualification
for every ministry and agency in the fis-
cal years 2025, 2026, 2027.
④not be suspended from transaction by
the request of the officials in charge of
contact.
