2競争参加資格
(1)予算決算及び会計令第70条の規定に該当し
ない者であること。なお、未成年者、被保佐
人又は被補助人であって、契約締結のために
必要な同意を得ている者は、同条中、特別の
理由がある場合に該当する。
(2)予算決算及び会計令第71条の規定に該当し
ない者であること。
(3)令和7・8・9年度内閣府競争参加資格
(全省庁統一資格)において①③「物品の製
造」又は「物品の販売」のA、B又はCの等
級、②「物品の製造」又は「物品の販売」の
A、B、C又はDの等級に格付けされている
者であること。
(4)警察庁から指名停止の措置を受けている期
間中の者でないこと。
(5)警察当局から、暴力団又は暴力団員が実質
的に経営を支配する事業者又はこれに準ずる
者として、国発注業務等からの排除要請があ
り、当該状態が継続している者でないこと、
(6)競争参加資格の申請の時期及び場所「競
争参加者の資格に関する公示(令和7年3月
31日付官報)に記載されている時期及び場所
で申請を受け付ける。
(7)本案件は、電子調達システム(政府電子調
達(GEPS))対象調達案件である。ただし、
電子調達システムにより難い場合には、紙に
よる入札ができるものとする。詳細について
は、入札説明書による。

(3)入札者に求められる義務この一般競争に
参加を希望する者は、入札書のほかに2の(3)
を証明する書類を添付して、提出期限までに
電子調達システムにより提出しなければなら
ない。ただし、電子調達システムにより難い
場合には、3の(1)に示す場所に提出期限まで
に提出しなければならない。入札者は、提出
した書類に関し警察庁から説明を求められた
場合は、それに応ずる義務を有するものとす
る。
(4)入札の無効本公告に示した競争参加資格
のない者の提出した入札書及び入札者に求め
られる義務を履行しなかった者の提出した入
札書は無効とする。

納入できると支出負担行為担当官が判断した
入札者であって、予算決算及び会計令第79条
の規定に基づいて作成された予定価格の制限
の範囲内で最低価格をもって有効な入札を
