(7)落札者の決定方法予算決算及び会計令第
79条の既定に基づいて作成された予定価格の
範囲内で最低価格をもって有効な入札を行っ
た者を落札者とする。ただし、落札者となる
べき者の入札価格によっては、その者により
当該契約の内容に適合した履行がなされない
恐れがあると認められるとき、又はその者と
契約を締結することが公正な取引の秩序を乱
すこととなる恐れがあって著しく不適当であ
ると認められるときは、予定価格の制限の範
囲内の価格をもって入札した他の者のうち最
低価格をもって入札した者を落札者とするこ
とがある。
(8)上記2(2)に掲げる一般競争(指名競争)参
加資格(全省庁統一資格)を有していない者
も上記4(3)により申請書を提出することがで
きるが、競争に参加するためには、開札まで
に当該資格の認定を受け、且つ競争参加資格
の確認を受けていなければならない。
(9)本件は、本件に係る令和8年度予算が成立
し予算示達がなされていることを落札決定及
び契約締結の条件とする。落札決定及び契約
締結は令和8年4月1日とするが、本件に係
る令和8年度予算成立が4月2日以降となっ
た場合は、予算成立日とする。
また、暫定予算となった場合、予算措置が
全額計上されているときは全期間の契約とす
るが、全額計上されていないときは全体の契
約期間に対する暫定予算期間分のみの契約と
する。
(10)入札書(履行体制の確認に係る部分に限
る。)のヒアリングを実施するとともに、ヒア
リングに際して追加資料の提出を求めること
がある。
(11)発注者が必要と認めた場合には開札までの
間に参考見積書の提出を求めることがある.
(12)電子調達システムにより入札に参加する者
は、電子認証書を取得していること。

(6)入札方法落札決定は、総合評価の方法を
もって行うので、
1)総合評価のための性能、機能、技術能力
等に関する書類を証明書等の受領期限まで
に提出しなければならない。
2)落札決定にあたっては、入札書に記載さ
れた金額に当該金額の100分の10に相当す
る額を加算した金額(当該金額に1円未満
の端数があるときは、その端数金額を切り
捨てた金額とする。)をもって落札価格とす
るので、入札者は消費税及び地方消費税に
係る課税事業者であるか免税事業者である
かを問わず、見積もった契約希望金額の
110分の100に相当する金額を入札書に記載
すること。
(7)電子調達システムの利用本件は、入札説
明書等の交付、証明書等の提出、入札及び契
約等を電子調達システムにより実施する。た
だし、電子調達システムにより難い場合は、
支出負担行為担当官に願い出た場合に限り,
入札説明書等の紙による交付、証明書等、入
札書及び契約書を紙方式による提出へ変更す
ることができる。
2競争参加資格
(1)予算決算及び会計令第70条の規定に該当し
ない者であること。なお、未成年者、被保佐
人又は被補助人であって、契約締結のために
必要な同意を得ている者は、同条に示す特別
な理由がある場合に該当する。
(2)予算決算及び会計令第71条の規定に該当し
ない者であること。
(3)令和7・8・9年度の国土交通省競争参加
資格(全省庁統一資格)「役務の提供等のA、
B、C又はD等級に格付けされた四国地域の
競争参加資格を有する者であること。
(4)証明書等の受領期限の日から開札の時まで
の期間に、四国地方整備局長から指名停止を
受けていないこと。
(5)入札説明書等の交付を直接受けた者である
こと。
(6)その他予算決算及び会計令第73条の規定に
基づき、支出負担行為担当官が定める資格を
有する者であること。
