(3)入札者に要求される事項
(a)電子調達システムにより参加を希望する
者は、上記3(4)に示す受領期限までに入札
書類データ(申請書等)を上記3(1)に示す
URLに提出しなければならない。
(b)紙入札方式により参加を希望する者は、
上記3(4)に示す受領期限までに必要な申請
書等を上記3(2)に示す場所に提出しなけれ
ばならない。
なお、(a)、(b)いずれの場合も、開札日の前
日までの間において分任支出負担行為担当官
から申請書等の内容に関する照会があった場
合には、説明しなければならない。
(4)落札対象申請書を基に、分任支出負担行
為担当官において競争参加資格が確認された
入札書のみを落札対象とする。
(5)入札の無効競争に参加する資格を有しな
い者のした入札及び入札の条件に違反した入
札は無効とする。
(6)契約書作成の要否要
本業務は、契約手続きにかかる書類の授受
を電子調達システムで行う対象案件である。
なお、電子調達システムによりがたい場合は、
発注者の承諾を得て紙契約方式に代えるもの
とする。
(7)落札者の決定方法総合評価落札方式とす
る。ただし、本業務は、品質確保のための体
制その他の履行体制の確保状況を確認し、履
行内容を確実に実現できるかどうかについて
審査し、評価を行う履行体制確認型総合評価
落札方式の試行業務である。本公告4(3)に従
い申請書等を提出した入札者であって、本公
告2の競争参加資格を全て満たし、本公告及
び入札説明書において明らかにした性能等の
要求要件のうち必須とされた項目の最低限の
要求要件を全て満たし、当該入札者の入札価
格が予算決算及び会計令第79条の規定に基づ
いて作成された予定価格の制限の範囲内であ
り、かつ、当該入札者の申込みに係る性能等
の各評価項目の得点の合計を当該入札者の入
札価格で除して得た数値の最も高いものを
もって落札者とする。
ただし、落札者となるべき者の入札価格に
よっては、その者により当該契約の内容に適
合した履行がなされない恐れがあると認めら
れるとき、又はその者と契約を締結すること
が公正な取引の秩序を乱すこととなる恐れが
あって著しく不適当であると認められるとき
は、予定価格の制限の範囲内の価格をもって
入札した他の者のうち、性能等の各評価項目
の得点の合計を入札価格で除して得た数値の
最も高い者を落札者とすることがある。
(8)上記2(2)に掲げる一般競争(指名競争)参
加資格(全省庁統一資格)を有していない者
も上記4(3)により申請書を提出することがで
きるが、競争に参加するためには、開札まで
に当該資格の認定を受け、且つ競争参加資格
の確認を受けていなければならない。
(9)本件は、本件に係る令和8年度予算が成立
し予算示達がなされていることを落札決定及
び契約締結の条件とする。落札決定及び契約
締結は令和8年4月1日とするが、本件に係
る令和8年度予算成立が4月2日以降となっ
た場合は、予算成立日とする。
また、暫定予算となった場合、予算措置が
全額計上されているときは全期間の契約とす
るが、全額計上されていないときは全体の契
約期間に対する暫定予算期間分のみの契約と
する。
10)入札書(履行体制の確認に係る部分に限
る。)のヒアリングを実施するとともに、ヒア
リングに際して追加資料の提出を求めること
がある。
(11)発注者が必要と認めた場合には開札までの
間に参考見積書の提出を求めることがある。
(12)電子調達システムにより入札に参加する者
は、電子認証書を取得していること。

mencement of reorganization procee-
dings under the Corporate Reorganiza-
tion Act or the commencement of reha-
bilitation proceedings under the Civil Re-
habilitation Act (except those who have
done the procedure of reapplication un-
der the notification of the competing par-
ticipation qualification)
④ Not be under suspension of nomination
by Director-General of Chugoku Region-
al Development Bureau from Time-limit
for the submission of certificate to Bid
Opening
⑤Not be the Building constructor that a
gangster influences management substan-
tially or the person who has exclusion re-
quest from Ministry of Land, Infrastruct-
ure, Transport and Tourism is continuing
state concerned.
⑥Have proven to have actually fulfill-
ment the service with performance simi-
lar to that of the service concerned
(7)The planned engineer must meet the
requirements in the tender manual
⑧ Have downloaded the bid manual from
the Electric Procurement system, or have
obtained the bid manual from orderer di-
rectly
⑨ All items have been submitted for the
proposal and there are no unsuitable pro-
posals for even one item.
