(4)入札の無効記名を欠く入札(押印を省略
する場合、「本件責任者及び担当者」の氏名・
連絡先の記載がない入札)等、北陸地方整備
局競争契約入札心得第6条第1項各号に該当
する入札並びに入札者に求められる義務を履
行しなかった者又は電子調達システムを利用
するための電子証明書を不正に使用した者の
行った入札は無効とする。

(6)落札者の決定方法総合評価落札方式とす
る。3(3)に従い申請書等を提出した入札者で
あって、2の競争参加資格を全て満たし、本
公告及び入札説明書において明らかにした性
能等の要求要件のうち必須とされた項目の最
低限の要求要件を全て満たし、当該入札者の
入札価格が予算決算及び会計令第79条の規定
に基づいて作成された予定価格の制限の範囲
内であり、かつ、当該入札者の申込に係る性
能等の各評価項目の得点の合計を当該入札者
の入札価格で除して得た数値の最も高い者を
もって落札者とする。
ただし、落札者となるべき者の入札価格に
よっては、その者により当該契約の内容に適
合した履行がなされないおそれがあると認め
られるとき、又はその者と契約を締結するこ
とが公正な取引の秩序を乱すこととなるおそ
れがあって著しく不適当であると認められる
ときは、予定価格の制限の範囲内の価格を
もって入札をした他の者のうち、当該入札者
の申込に係る性能等の各評価項目の得点の合
計を当該入札者の入札価格で除して得た数値
の最も高い者を落札者とすることがある。
(7)本件にかかる開札は、開札の日には落札決
定を保留したうえで落札予定者を決定し、4
月1日(令和8年度予算(暫定予算を含む。)
の成立が4月2日以降の場合は予算通知日)
に落札決定を行うものである。
また、暫定予算となった場合、予算措置が
全額計上されているときは全額の契約とする
が、予算措置が全額計上されていないときは
全体の契約期間に対する暫定予算の期間分の
みの契約とする。
