5 Summary
(1)Official in charge of disbursement of the

purchased : Electricity to be used in Ic-
hihara Prison and the other 9 facilities (Sai-
tama and Chiba)
(4)Delivery period: From 1 April2026th-

(5)Delivery place: Place designated by
Warden of Ichihara Prison
(6)Qualification for participating in the ten-
dering eligible for
participating in the proposed tender are
those who shall:①Not come under Article
70 of the Cabinet Order concerning the Bud-
get, Auditing and Accounting. Further-
more, minors, Person under Conservator-
ship or Person under Assistance that ob-
tained the consent necessary for concluding
a contract may be applicable under cases of
special reasons within the said clause.②
Not come under Article 71 of the Cabinet
Order concerning the Budget, Auditing and
Accounting.③Have the Grade A or B or C
in "sale of product" in terms of the qualifi-
cation for participating in tenders laid
down by the Ministry of Justice (Single qua-
lification for every ministry and agency) for
the purpose of procurement in the fiscal
year of 2025, 2026,2027. (Suppliers who in-
tend to put in a bid without above qualifica-
tions may be eligible only if they will be
entitled to the qualifications registered on
the list of qualified bidders, and considered
to have the relevant grade.)④Have Per-
mission to be a general electric enterprise
in accordance with Article 3, Section 1 of
the Electricity Utilities Industry Law.⑤
Suppliers who intend to put in a bid without
above qualifications may be eligible only if
they will be entitled to the qualifications,
registered on the list of qualified bidders,
and considered to have the relevant grade.
⑥Fulfill the requirement mentioned in the
tender manual that are started from the
viewpoint of reducing CO2.⑦Meet the qua-
lification requirements which the Obligat-
ing Officer may specify in accordance with
Article 73 of the Cabinet Order.
