(6)入札方法落札決定に当たっては、入札書
に記載された金額に当該金額の10パーセント
に相当する額を加算した金額(当該金額に1
円未満の端数があるときは、その端数金額を
切り捨てるものとする。)をもって落札価格と
するので、入札者は、消費税に係る課税事業
者であるか免税事業者であるかを問わず、見
積もった契約金額の110分の100に相当する金
額を入札書に記載すること。
2競争参加資格
(1)予算決算及び会計令第70条の規定に該当し
ない者であること。
なお、未成年者、被保佐人又は被補助人で
あって、契約締結のために必要な同意を得て
いる者は、同条中、特別の理由がある場合に
該当する。
(2)予算決算及び会計令第71条の規定に該当し
ない者であること。
(3)令和7・8・9年度法務省競争参加資格
(全省庁統一資格)において、「物品の販売
であってAの等級に格付けされる者であるこ
と。
又は、令和7・8・9年度法務省競争参加
資格(全省庁統一資格)において、「物品の販
売」であってB又はCの等級に格付けされる
者で、本入札公告の物件と同等以上の物件の
納入実績を有することを証明できる者あるこ
と。
(4)経営の状況又は信用度が極度に悪化してい
ないと認められる者であり、適正な契約の履
行が確保される者であること。

5 Summary
(1)Official in charge of disbursement of the
procuring entity : Teiichi Igarasi, the ward-
en of Tochigi Prison
(2)Classification of the procured to be pro-
cured:26
(3) Nature and quantity of the products to be
purchased : Electricity to be used in Mito
Prison and other 16 institutions of the Min-
istry of Justice.
(4)Supply period: From1 April2026th-
rough 31 March 2027.
(5)Supply place : Refer to the tender expla-
nation sheet.
(6)Qualifications for participating in the
tendering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:①Not come under article
70 of the cabinet order concerning the budg-
et, auditing and accounting. Furthermore,
minors, person under conservatorship or
person under Assistance that obtained the
consent necessary for concluding a contract
may be applicable under cases of special
reasons with in the said clause.②Not come
under article 71 of the Cabinet order con-
cerning the budget, Auditing and Account-
ing.③Have grade "A, B or C in offer of
services etc." in terms of the Ministry of
Justice (Single qualification for every min-
istry and agency) in the fiscal years 2025,
2026and2027.④An eligible person is a
person whose business condition and credit
are deemed not to be a severe degradation,
and who is sure to implement the contract.
⑤Have not received suspension of de-
signated contractor status, etc. From any
ministry or agency (Including person spe-
cially qualified by officials in charge of di-
sbursement of the procuring entity).
