dering for
participating in the proposed tender are
those who shall:
① are classified as Grade A or B "offer of
services" (Investigation/research or In-
formation processing) in terms of the
qualifications for participating in tenders
by Ministry of the Environment (Single
qualification for every ministry and agen-
cy) in the fiscal years 2025, 2026 and 2027.
② not come under Article5of Detailed
Rules concerning the Contract for NIES.
Furthermore, minors, Person under Con-
servatorship or Person under Assistance
that obtained the consent necessary for
concluding a contract may be applicable
under cases of special reasons within the
said clause.
③not come under Article 6 of Detailed
Rules concerning the Contract for NIES
④are not being suspended from transac-
tions by the request of the officials in
charge of contract.
⑤pledge to excluding crime syndicates
and other illegal organization defined in
the bid manual
⑥ meet the qualification requirements
which may be specified the National In-
stitute for Environmental Studies
7acquire the electric certificate in case
of using the electric bidding system.
