have done the procedure of reapplication
under the notification of the competing
participation qualification)
④ Not be under suspension of nomination
by Director-General of Chugoku Region-
al Development Bureau from Time-limit
for the submission of certificate to Bid

⑤Not be the Building constructor that a
gangster influences management substan-
tially or the person who has exclusion re-
quest from Ministry of Land, Infrastruct-
ure, Transport and Tourism is continuing

(7)電子調達システムの利用本案件は競争参
加資格確認申請書(以下、「申請書という。)
の提出、入札及び契約を電子調達システムで
行う対象案件である。なお、電子調達システ
ムによりがたい場合は、紙入札方式参加願
紙契約方式承諾願を提出し、紙入札方式、紙
契約方式に代えることができる。
2競争参加資格
(1)予算決算及び会計令第70条及び第71条の規
定に該当しない者であること。
(2)開札までに令和7・8・9年度の一般競争
(指名競争)参加資格(全省庁統一資格)「役
務の提供等」のA、B、C又はD等級に格付
けされた中国地域の競争参加資格を有するこ
とが確認できた者であること。
一般競争(指名競争)参加資格(全省庁統
一資格)の申請の時期及び場所については「競
争参加者の資格に関する公示(令和7年3月
31日付官報)に記載されている時期及び場所
で申請を受け付ける。
(3)会社更生法に基づき更生手続開始の申し立
てがなされている者又は民事再生法に基づき
再生手続開始の申立てがなされている者(上
記(2)の公示9その他(2)による手続きを行った
者を除く。)でないこと。
(4)申請書の受領期限の日から開札の時までの
期間に、中国地方整備局長から指名停止を受
けていないこと。
(5)警察当局から、暴力団員が実質的に経営を
支配する者又はこれに準ずるものとして、国
土交通省公共事業等からの排除要請があり,
当該状態が継続している者でないこと。
(6)下記の(a)、(b)、(c)いずれかの履行(施工)
実績があることを証明した者であること。詳
細については、入札説明書による。
(a)入札説明書に定める保守又は点検業務の
履行実績
(b)建設業法上の建設工事のうち「電気工事」
又は「電気通信工事」の元請けとしての施
工実績
(c)入札説明書に定める装置の元請けとして
の製造契約による実績
(7)配置予定管理技術者が入札説明書に定める
要件を満たしていること。
(8)電子調達システムより入札説明書をダウン
ロードした者であること、又は分任支出負担
行為担当官から入札説明書の交付を受けた者
であること。
(9)「業務実施方針」について、全ての項目の
提案が提出されていること、かつ1項目でも
不適切な提案がないこと。

上記3(4)に示す受領期限までに必要な申請
書等を上記3(2)に示す場所に提出しなけれ
ばならない。
なお、(a)、(b)いずれの場合も、開札日の前
日までの間において分任支出負担行為担当官
から申請書等の内容に関する照会があった場
合には、説明しなければならない。
