に係る課税事業者であるか免税事業者である
かを問わず、見積もった契約金額の110分の

き、支出負担行為担当官が定める資格を有す

に違反した入札は、無効とする。

を履行することができると支出負担行為担当
官が判断した入札者であって、予算決算及び
会計令第79条の規定に基づいて作成された予
定価格の制限の範囲内で最低価格をもって有
効な入札を行った者を落札者とする。
