(1)契約手続において使用する言語及び通貨

(2)入札保証金及び契約保証金免除

い者のした入札及び入札の条件に違反した入
札は無効とする。
(4)契約書作成の要否要
(5)落札者の決定方法予算決算及び会計令第
79条の規定に基づいて作成された予定価格の
制限の範囲内で最低価格をもって有効な入札
を行った者を落札者とする。また、原則とし
て、当該入札の執行において入札執行回数は
2回を限度とする。
なお、落札決定については、令和8年度予
算の成立を条件とする。

5 Summary

qualification for participating in tenders
by Ministry of Land, Infrastructure,
Transport and Tourism (Single qualifica-

fiscal year2025/2026/2027
③ Do not have filed a petition for the
commencement of reorganization pro-
ceedings under the Corporate Re-
organization Act or the commencement
of rehabilitation proceedings under the
Civil Rehabilitation Act (except those
who have been re-certified for competi-
tive bidding qualification)
④ Do not be under suspension of nomina-
tion by Deputy General Director of Na-
tional Institute for Land and Infrastruct-
ure Management from Time limit for the
tender to Bid Opening
⑤Not once being rejected, or under re-
maining denial, from the national order
operations upon police request because of
their practical operation by gang mem-
bers or other antisocial bodies
⑥ Do not have capital or personnel rela-
tionships, except in cases where all par-
ties are members of a joint venture (JV),
excluding the head company.
(7 Have experience in the maintenance of
information processing systems deployed
across more than 10 government build-
ings, offices, and business sites located in
separate locations, with each fulfillment
period lasting more than six months.
