(6)Qualification for Participating in the ten-
dering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall; come under Article
70 of the Cabinet Order concerning the Bud-
get, Auditing and Further-
more, minors, Person under Conservator-
ship or Person under Assistance that ob-
tained the consent necessary for concluding
a contract may be applicable under cases of
special reasons within the said clause;②
not come under Article 71 of the Cabinet
Order concerning the Budget, Auditing and
Accounting;③have Grade "A, B or Cin the
Manufacturing or Selling" in terms of the
qualification for participating in tenders by
Organizations in the Kinki area related to
the Ministry of Finance (Single qualifica-
tion for every ministry and agency) in the
fiscal years 2025,2026 and2027;④have not
received suspension of designated contrac-
tor status, etc. from any ministry or agency
(including person specially qualified by offi-
cials in charge of disbursement of the pro-
curing entity);⑤an eligible person is a per-
son whose business condition and credit are
deemed not to be a severe degradation, and
who is sure to implement the contract.

(5)落札者の決定方法入札書の入札価格が予
算決算及び会計令第79条の規定に基づいて作
成された予定価格の制限の範囲内で最低価格
をもって有効な入札を行った者を落札者とす
る。ただし、第1ブロックについて次に掲げ
る場合に該当すると認められる場合には、予
定価格の制限の範囲内の価格をもって入札し
た他の者のうち、最低の価格をもって入札し
た者を落札者とすることがある。
イ落札者となるべき者の入札価格によって
は、その者により当該契約の内容に適合し
た履行がされないおそれがあると認められ
た場合。
(イ)本入札は、契約の内容に適合した履行
がされないおそれがあると認められる場
合の基準を設定している。
(ロ)上記(イ)の基準を下回った入札があった
場合には、入札を「保留」して終了し、
調査のうえ、その結果を後日通知する。
(ハ)上記(イ)の基準を下回った入札者は、事
後の事情聴取等に協力すること。
ロその者と契約を締結することが公正な取
引の秩序を乱すこととなるおそれがあっ
て、著しく不適当と認められる場合。
