次のとおり一般競争入札に付します。

(2)購入等特定役務及び数量令和8年度出入
国在留管理庁情報システムに係る統合ヘルプ
デスク業務

(5)履行場所出入国在留管理庁次長が指定す
る場所
(6)入札方法落札決定に当たっては、入札書
に記載された金額に当該金額の10パーセント
に相当する額を加算した金額(当該金額に1
円未満の端数があるときは、その端数金額を
切り捨てるものとする。)をもって落札価格と
するので、入札者は、消費税及び地方消費税
に係る課税事業者であるか免税事業者である
かを問わず、見積もった契約金額の110分の
100に相当する金額を入札書に記載すること。
2競争参加資格
(1)予算決算及び会計令第70条の規定に該当し
ない者であること。
なお、未成年者、被保佐人又は被補助人で
あって、契約締結のために必要な同意を得て
いる者は、同条中、特別の理由がある場合に
該当する。
(2)予算決算及び会計令第71条の規定に該当し
ない者であること。
(3)令和7・8・9年度法務省競争参加資格
(全省庁統一資格)「役務の提供等」において
A又はBの等級に格付けされた者であるこ
と。
上記資格の申請の時期及び場所は、全省庁
統一資格審査申請の方法による。
(4)予算決算及び会計令第73条の規定に基づ
き、支出負担行為担当官が定める資格を有す
る者であること。

(1)契約手続において使用する言語及び通貨

(3)入札者に要求される事項この一般競争に
参加を希望する者は、入札説明書で示す履行
証明書等を作成し、提出期限までに提出しな
ければならない。提出された履行証明書等を
支出負担行為担当官が審査した結果、この公
告に示した業務を履行することができると認
められた者に限り、入札に参加することがで
きるものとする。
なお、提出した履行証明書等について説明
を求められたときは、これに応じなければな
らない。
(4)入札の無効この公告に示した競争参加資
格のない者がした入札及び入札に関する条件
に違反した入札は、無効とする。
(5)契約書作成の要否要
(6)落札者の決定方法この公告に示した業務
を履行することができると支出負担行為担当
官が判断した入札者であって、予算決算及び
会計令第79条の規定に基づいて作成された予
定価格の制限の範囲内で最低価格をもって有
効な入札を行った者を落札者とする。
(7)手続における交渉の有無無
(8)電子調達システムの利用本件は、電子調
達システムを利用することができる案件であ
る。

5 Summary

required: Integrated help desk for the infor-
mation system of Immigration Services

(6)Qualification for participating in the ten-
dering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall: come under Article
70 of the Cabinet Order concerning the Bud-
get, Auditing and Accounting. Further-
more, minors, Person under Conservator-
ship or Person under Assistance that ob-
tained the consent necessary for concluding
a contract may be applicable under cases of
special reasons within the said clause. 2
Not come under Article 71 of the Cabinet
Order concerning the Budget, Auditing and
Accounting. ③Have Grade A or B "Offer of
services" in terms of the qualification for
participating in tenders laid down by Minis-
try of Justice (Single qualification for every
ministry and agency) for the purpose of pro-
curement in the fiscal year of 2025, 2026,
2027.④Meet the qualification requirements
which the Obligating Officer may specify in
accordance with Article 73 of the Cabinet
Order.
