2競争参加資格
(1)予算決算及び会計令第70条の規定に該当し
ない者であること。
なお、未成年者、被保佐人又は被補助人で
あって、契約締結のために必要な同意を得て
いる者は、同条中、特別の理由がある場合に
該当する。
(2)予算決算及び会計令第71条の規定に該当し
ない者であること。
(3)令和7・8・9年度法務省競争参加資格
(全省庁統一資格)「役務の提供等」において
A、B又はCの等級に格付けされ、九州・沖
縄地域の競争参加資格を有する者であるこ
と。
なお、C等級に格付けされた者であるとき
は、本件競争入札に係る役務の提供と同等以
上の履行実績を有することを証明できる者で
あること,
(4)予算決算及び会計令第73条の規定に基づ
き、支出負担行為担当官が定める資格を有す
る者であること。

(3)入札者に要求される事項この一般競争に
参加を希望する者は、入札説明書で示す書類
を指定期日までに提出しなければならない,
なお、入札者は、開札日の前日までの間に
おいて、支出負担行為担当官から当該書類に
ついて説明を求められた場合は、これに応じ
なければならない。
(4)入札の無効本公告に示した競争参加資格
のない者がした入札及び入札に関する条件に
違反した入札は、無効とする。
(5)契約書作成の要否要
(6)落札者の決定方法予算決算及び会計令第
79条の規定に基づいて作成された予定価格の
制限の範囲内で最低価格をもって有効な入札
を行った者を落札者とする。

5 Summary

(6)Qualification for participating in the ten-
dering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall: ①Not come under Article
70 of the Cabinet Order concerning the Bud-
get, Auditing and Accounting. Further-
more, minors, Person under Conservator-
ship or Person under Assistance that ob-
tained the consent necessary for concluding
a contract may be applicable under cases of
special reasons within the said clause.②
Not come under Article 71 of the Cabinet
Order concerning the Budget, Auditing and
Accounting.③Have Grade A, B or C in
"offer of service" in the Kyusyu and Oki-
nawa area in terms of the qualification for
participating in tenders by Ministry of Jus-
tice (Single qualification for every ministry
and agency) for the purpose of procurement
in the fiscal years of 2025, 2026 and 2027;
besides, those who have Grade C in one of
the said classifications need to be able to
prove the record of experience of offering
equivalent or superior service to the case of
this bid notice;④Meet the qualification
requirements which the obligating Officer
Director may specify in accordance with
Article 73 of the Cabinet Order.
