(6)入札方法落札決定に当たっては、入札書
に記載された金額に当該金額の10パーセント
に相当する額を加算した金額(当該金額に1

するので、入札者は消費税に係る課税事業者
であるか免税事業者であるかを問わず、見積
もった契約金額の110分の100に相当する金額
を入札書に記載すること.
(7)本調達案件は、「電子調達システム」を利用
した応札、入開札及び契約手続を実施するも
のとする。ただし、「電子調達システム」によ
りがたい場合には、入札説明書に定める理由
書を下記4(1)に示す場所に令和7年12月26日
午前9時30分から令和8年2月16日午後5時
までに提出し、承認を得た場合に限り、紙に
よる応札、入開札及び契約手続によることが

2競争参加資格
(1)予算決算及び会計令(以下、「予決令」とい
う。)第70条の規定に該当しない者であるこ
と。なお、未成年者、被保佐人又は被補助人
であって、契約締結のために必要な同意を得
ている者は、同条中、特別な理由がある場合
に該当する。
(2)予決令第71条の規定に該当しない者である
こと。
(3)令和7・8・9年度総務省競争参加資格
(全省庁統一資格)の「役務の提供等(情報
処理、ソフトウェア開発又はその他)の資格
等級Aに格付けされ、関東・甲信越地域の競
争参加資格を有する者であること。
(4)予算決算及び会計令第73条の規定に基づ
き、支出負担行為担当官が定める資格を有す
る者であること。なお、詳細については、入
札説明書のとおり。
(5)暴力団が実質的に経営を支配する者又はこ
れに準ずる者でないこと。
3入札者に求められる義務等
入札に参加を希望する者は、入札説明書に明
記されている各種書類を令和7年12月26日午前
9時30分から令和8年2月16日午後5時まで
に、「電子調達システム」により提出しなければ
ならない。ただし、「電子調達システム」により
がたい場合には、下記4(1)に示す場所に期限ま
