(3)入札者に要求される事項この一般競争に
参加を希望する者は、封印した入札書に本公
告に示した物品を納入できることを証明する
書類を添付して入札書の受領期限までに提出
しなければならない。入札者は、開札日の前
日までの間において、契約担当者から当該書
類に関し説明を求められた場合は、それに応
じなければならない。
(4)入札の無効本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の提出した入札
書は無効とする。

(6)契約者の決定方法本公告及び入札説明書
に従い、書類・資料を添付した入札書を提出
した入札者であって、本入札公告及び入札説
明書の競争参加資格及び仕様書の要求、要件
を全て満たし、当該入札者の入札書が国立研
究開発法人国立がん研究センター契約事務取
扱細則第36条の規定に基づいて作成された予
定価格の制限の範囲内であり、かつ、最低価
格をもって入札を行った者を第一交渉権者と
し、契約交渉の相手方とする。

(6)Qualification for participating in the ten-
dering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
① not come under Article 6 of the Han-
dling detailed rule of contract clerical
work of National Cancer Center. Furt-
hermore, minors, Person under Con-
servatorship or Person under Assistance
that obtained the consent necessary for
concluding a contract may be applicable
under cases of special reasons within the
said clause :
② not come under Article 7 of the Han-
dling detailed rule of contract clerical
work of National Cancer Center ;
③have Grade A, B or C in "Provision of
services, etc." for participating in tenders
by Ministry of Health Labour and Wel-
fare (Single qualification for every minis-
try and agency) in Kanto-Koshinetsu Re-
g10n;
④ join social insurance (welfare annuity
insurance, health insurance, seamen's in-
surance, national pension, worker's com-
pensation insurance, unemployment in-
surance) and pay the social insurance pre-
miums and have no Delinquency in the
past 2 years
