(6)Qualifications for participating in the
tendering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
① not come under Article 70 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting. Furthermore, minors
or persons under assistance that obtained
the consent necessary for concluding a
contract may be applicable under cases
of special reasons within the said clause.
②not come under Article 71 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting.
③have Grade A, B, C or D in sale of
produts for participating in tenders by
the Ministry of Health, Labour and Wel-
fare, which is the single qualification for
every ministry and agency during fiscal
vear 2025/2026/2027.
④ have Insur-
ance premiums for the last two years of
the time limit of tender, if those are sub-
jected to Social Insurance (Welfare Pen-
sion Insurance, Health Insurance oprated
by Japan Health Insurance Association,
Mariners Insurance and National Pen-
sion). have no delinquency of Labour In-
surance premiums for the last two insur-
ance years of the time limit of tender, if
those are subjected to Labour Insurance
(Worker's Compensation Insurance and
Employment Insurance).
⑤prove to have no false statement in ten-
dering documents.
⑥prove neither the business condition
nor credibility is deteriorating.
⑦ meet the criteria described in the
tender documentation in terms of reduc-
ing greenhouse gas emissions.
⑧have permission to be a general elec-
tric enterprise in accordance with Article
3, sectionl of the Electricity Utilities In-
dustry Law, or have registered as a spe-
cified scale electric enterprise in accor-
dance with Article 16—2 section 1 of the
samelaw.
