(3)令和7・8・9年度法務省競争参加資格
(全省庁統一資格)「物品の販売」においてA
若しくはBの等級に格付けされた競争資格を
有する者又は「物品の販売」においてCの等
級に格付けされた競争資格を有する者であっ
て、本件と同等程度以上の仕様の電気を供給
した実績を有する者であること。
(4)電気事業法第2条の2の規定に基づき小売
電気事業の登録を受けている者であること。
(5)予算決算及び会計令第73条の規定に基づ
き、支出負担行為担当官が定める資格を有す
る者であること。
(6)省CO2化の要素を考慮する観点から、入札
説明書に記載する基準を満たすこと。

(1)契約手続において使用する言語及び通貨

(3)入札者に要求される事項この一般競争入
札に参加を希望する者は、必要な証明書等を
受領期限までに提出しなければならない。ま
た、開札日の前日までの間において、必要な
証明書等の内容に関し支出負担行為担当官か
ら説明を求められた場合にはそれに応じなけ
ればならない。
(4)入札の無効本公告に示した競争参加資格
のない者のした入札及び入札に関する条件に
違反した入札は無効とする。
(5)契約書作成の要否要
(6)落札者の決定方法本公告に示した物品を
納入することができると支出負担行為担当官
が判断した入札者であって、予算決算及び会
計令第79条の規定に基づいて作成された予定
価格の制限の範囲内で最低価格をもって有効
な入札を行った入札者を落札者とする。

dering procedures: Suppliers eligible for
participating in the proposed tender are

nors, Persons under Conservatorship or
Persons under Assistance who have ob-
tained the consent necessary for concluding
a contract may be applicable under cases of
special reasons within the said clause.②

product" in terms of the qualification for
participating in tenders laid down by the

ticipating in tenders laid down by the Min-
istry of justice (Single qualification for
every ministry and agency) for the purpose
of procurement in the fiscal years of 2025,
2026,2027 and have a track record of supp-
lying equal or higher electric power.④Ob-
tain registration of the electricity retail bu-
siness in accordance with Article 2—2 of
the Electricity Business Act. ⑤Meet the
qualification requirements which the Ob-
ligating Officer may specify in accordance
with Article 73 of the Cabinet Order con-
cerning Budget, Auditing and Accounting.
