2競争参加資格
(1)事業団会計規程第25条及び第26条の規定に
該当しない者。なお、未成年者、被保佐人又
は被補助人であって、契約締結のために必要
な同意を得ている者は、同条中、特別の理由
がある場合に該当する。
(2)文部科学省関係機関において取引停止又は
指名停止の処分を受けている期間中でない
者。
(3)国の競争参加資格(全省庁統一資格)にお
いて令和8年度『物品の製造』のA、B又は
Cの等級に格付けされている者。
(4)事業団の定める事前提出書類を期限までに
提出し、必要な要件を満たすことを証明した

(1)契約手続において使用する言語及び通貨

(3)入札者に要求される事項この一般競争に
参加を希望する者は、入札説明書で示した必
要な書類を期限までに提出しなければならな
い。入札者は開札日の前日までの間に、契約
担当者から当該書類に関し説明を求められた
場合は応じなければならない。
(4)入札の無効本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の提出した入札
書は無効とする。

(6)落札者の決定方法事業団会計規程第35条
第1項に基づき作成された予定価格の制限の
範囲内で最低価格をもって有効な入札を行っ
た者を落札者とする。

5 Summary

(6)Qualifications for participating in the
tendering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
①not come under Article 25 and 26 of the
Accounts official regulations of PMAC
Furthermore, minors, Person under Con-
servatorships or Person under Assistance
that obtained the consent necessary for
concluding a contract may be applicable
under cases of special reasons within the
said clause
②not be currently under a suspension of
business order as instructed by the ob-
ligating officer.
③ have the Grade A, B or C "Manufacture
of product" in terms of the qualification
for participating in tender by every min-
istry and agency of Japan in the fiscal
years 2026
④ prove to have met the qualification re-
quirements which the PMAC specify
