(1)入札の無効本公告に示した入札参加に必
要な資格のない者の入札及び入札の条件に違
反した入札
(2)契約手続において使用する言語及び通貨
日本語及び日本国通貨に限る。
(3)入札保証金及び契約保証金免除
(4)契約書作成の要否要
(5)入札書の記載方法落札決定に当たって
は、入札書に記載された金額に当該金額の
10%に相当する額を加算した金額(当該金額
に1円未満の端数があるときは、その端数を
切り捨てるものとする。)をもって落札価格と
するので、入札者は、消費税及び地方消費税
に係る課税事業者であるか免税事業者である
かを問わず、見積もった契約金額の110分の
100に相当する金額を入札書に記載すること。
(6)落札者の決定方法予算決算及び会計令第
79条の規定に基づいて定めた予定価格の制限
の範囲内で、最低価格をもって有効な入札を
行った入札者を落札者とする。

(7)Qualifications for participating in the
tendering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
① not come under Article 70 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting. Furthermore, mi-
nors, Person under conservatorship or
Person under Assistance that obtained
the consent necessary for concluding a
contract may be applicable under cases
of special reasons within the said clause.
② not come under Article 71 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting
③ have Grade A or B on "Offer of ser-
vices" in the Kanto • Koushin'etsu dis-
trict, in terms of the qualification for par-
ticipating in tenders MIC (Single qualifi-
cation for every ministry and agency)
④ meet the qualification requirements
which the Obligating Officer May specify
in accordance with Article 73 of the Cabi-
net Order
