2競争参加資格
(1)予算決算及び会計令第70条の規定に該当し
ない者であること。なお、未成年者、被保佐
人又は被補助人であって、契約締結のために
必要な同意を得ている者は、同条中、特別の
理由がある場合に該当する。
(2)予算決算及び会計令第71条の規定に該当し
ない者であること。
(3)入札参加資格令和7・8・9年度財務省
競争参加資格(全省庁統一資格)において、「物
品の販売」かつ「役務の提供等」で「A」、「B」
又は「C」の等級に格付けされ、北海道地域
の競争参加資格を有する者、又は、当該競争
参加資格を有していない者で、入札書の受領
期限までに競争参加資格審査を受け、競争参
加資格者名簿に登載された者であること,
(4)当局の契約担当官等と締結した契約に関
し、契約に違反し、契約の相手方として不適
当であると認められる者でないこと。また、
同契約担当官等が行った入札の落札者となり
ながら、正当な理由なくして契約を締結しな
かった者、入札等の業務に関し不正又は不誠
実な行為をした者でないこと。
(5)各省各庁から指名停止等を受けていない者
(支出負担行為担当官が特に認める者を含
む。)であること。
(6)経営の状況又は信用度が極度に悪化してい
ないと認められる者であり、適正な契約の履
行が確保される者であること。
(7)入札説明書の交付を受けた者であること。

本公告の日から令和7年9月2日までの土
曜日、日曜日及び休日を除く8時30分から12
時00分及び13時00分から17時15分までとす
る。
(2)入札書の提出期限及び入札書の提出場所
令和7年9月5日17時15分までに提出するこ
と。郵送(簡易書留)の場合は令和7年9月
5日17時15分必着。

4調達ポータル・電子調達システムの利用
本件は、調達ポータル・電子調達システムを
利用した応札及び入開札手続きにより実施する
ものとする。ただし、紙による入札書の提出も
可とする。
なお、上記3(2)及び(3)については、調達ポー
タル・電子調達システムにおいてシステム障害
が発生した場合には、別途通知する日時に変更
する場合がある。
5落札者の決定方法
予算決算及び会計令第79条の規定に基づいて
作成された予定価格の制限の範囲内で最低価格
をもって有効な入札を行った入札者を落札者と
する。
ただし、申込みの価格によっては、その者に
より契約の内容に適合した履行がされない恐れ
があると認められるとき又はその者と契約を締
結することが公正な取引の秩序を乱すこととな
る恐れがあって、著しく不適当であると認めら
れるときは、その者を落札者としないことがあ
る。
6その他
(1)入札及び契約手続において使用する言語及
び通貨日本語及び日本国通貨に限る。
(2)入札保証金及び契約保証金免除
(3)入札者に要求される事項この一般競争入
札に参加を希望する者は、当局が交付する入
札説明書に基づいた入札書等を提出期限まで
に提出しなければならない。ただし、調達ポー
タル・電子調達システムにおいて障害が発生
した場合には、別途通知する日時に変更する
場合がある。入札者は、開札日の前日までの
間において、支出負担行為担当官から当該書
類に関し説明を求められた場合は、それに応
じなければならない。
(4)入札の無効本公告に示した競争参加資格
のない者の提出した入札書及び入札に関する
条件に違反した入札書は無効とする。
(5)契約書作成の要否要。

consent necessary for concluding a con-
tract may be applicable under cases of
special reasons within the said clause.
②Not come under Article 71 of the
Cabinet Order concerning the Budget,
Auditing and Accounting.
③Have Grade A, B or C on "Provision of
services, etc." and "sale of products" in
terms of the qualification for participat-
ing in tenders by Organizations in the
Hokkaido area related to the Ministry of
Finance (Single qualification for every
ministry and agency) in the fiscal year
2025,2026and2027.
④ Not those in
appropriate as the other party to a con-
tract on account of having violated any
of the clauses of contract and illegal or
unfair act previously made with an offi-
cial in charge of any of the relevant local
bureaus, or branch bureaus, or divisions,
or offices.
⑤Have not received suspension of de-
signated contractor status, etc. from any
ministry or agency (including person spe
cially qualified by officials in charge of
disbursement of the procuring entity).
