(1)手続きにおいて使用する言語及び通貨
日本語及び日本国通貨に限る。
(2)入札保証金及び契約保証金免除
(3)入札者に要求される事項
①電子調達システムにより参加を希望する
者は、所定の受領期限までに入札書類デー
タ(申請書等)を3(2)に示すURLに提出
しなければならない。
②紙入札方式により参加を希望する者は、
必要な申請書等を所定の受領期限までに3
(1)に示す場所に提出しなければならない。
なお、いずれの場合も、開札日の前日まで
の間において必要な申請書等の内容に関す
る契約担当官等からの照会があった場合に
は、説明しなければならない。また、入札
書に本件責任者、担当者の氏名及び連絡先
を明記することにより、入札書への押印を
省略することができる。ただし、押印を省
略した入札書であっても電子メールによる
提出は認めない。
(4)入札の無効本公告に示した競争参加資格
のない者が行った入札、申請書又は資料に虚
偽の記載をした者が行った入札及び入札に関
する条件に違反した入札は無効とする。
(5)契約書作成の要否要
(6)落札者の決定方法予決令第79条の規定に
基づいて作成された予定価格の制限の範囲内
であり、入札説明書の要求要件をすべて満た
した入札者の中から、最低価格をもって有効
な入札を行った者を落札者と決定する。ただ
し、落札者となるべき者の入札価格によって
は、その者により当該契約の内容に適合した
履行がなされないおそれがあると認められる
とき、又はその者と契約を締結することが公
正な取引の秩序を乱すこととなるおそれが
あって著しく不適当であると認められるとき
は、予定価格の制限の範囲内の価格をもって
入札した他の者のうち最低価格をもって入札
した者を落札者とすることがある。なお、落
札者となるべき者が2者以上となった場合
は、くじにより落札者を決定するものとする。
予決令第85条の基準(平成16年6月10日国
官会第366号)に該当する入札を行った者は、
契約担当官等の行う調査に協力しなければな
らない。
