(3)入札者に要求される事項この一般競争に
参加を希望する者は、封印した入札書に1の
(2)に示した購入等件名を履行できることを証
明する書類を添付して入札書の受領期限まで
に提出しなければならない。入札者は、開札
日の前日までの間において、経理責任者から
当該書類に関し説明を求められた場合は、そ
れに応じなければならない。
(4)入札の無効本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の提出した入札
書は無効とする。
(5)契約書作成の要否要
(6)落札者の決定方法本公告に示した物品調
達を履行できると経理責任者が判断した資料
を添付して入札書を提出した入札者であっ
て、契約細則第21条の規定に基づいて作成さ
れた予定価格の制限の範囲内の入札金額を提
出し、かつ、経理責任者が、入札説明書で指
定する性能、機能等の要件のうち、必須とし
た項目にかかる基準を全て満たしている物品
を提案したものの中から、経理責任者が入札
説明書で定める最低価格落札方法をもって落
札者を定める。ただし、落札者となるべき者
の入札価格によっては、その者により当該契
約の内容に適合した履行がなされないおそれ
があると認められるとき、又はその者と契約
を締結することが公正な取引の秩序を乱すこ
ととなるおそれがあって著しく不適当である
と認められるときは、予定価格の制限の範囲
内の価格をもって入札した他の者のうち次に
有利な者を落札者とすることがある。

(6)Qualification for participating in the ten-
dering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
①not come under Article 5 of the Regula-
tion concerning Contract for National
Hospital Organization (NHO). Further-
more, minors, Person under Conservator-
ship or Person under Assistance that ob-
tained the consent necessary for conclud-
ing a contract may be applicable under
cases of special reasons within the said
clause:
②not come under Article 6 of the Regula-
tion concerning Contract for NHO;
③have Grade A, B or C in "Production of
products" or "Sales of products" for par-
ticipating in tenders by Ministry of Heal-
th, Labour and Welfare (Single qualifica-
tion for every ministry and agency) in
Kanto-Koshinetsu Region;
④ meet the qualification requirements
which the Obligating Officer may specify
in accordance with Article 4 of the Regu-
lation :
