(3)入札者に要求される事項
(a)電子調達システムにより参加を希望する
者は、上記3(4)に示す受領期限までに入札
書類データ(申請書等)を上記3(1)に示す
URLに提出しなければならない。
(b)紙入札方式により参加を希望する者は、
上記3(4)に示す受領期限までに必要な申請
書等を上記3(2)に示す場所に提出しなけれ
ばならない。
なお、(a)、(b)いずれの場合も、開札日の前
日までの間において支出負担行為担当官から
申請書等の内容に関する照会があった場合に
は、説明しなければならない。
(4)落札対象申請書を基に、支出負担行為担
当官において競争参加資格が確認された入札
書のみを落札対象とする。
(5)入札の無効競争に参加する資格を有しな
い者のした入札及び入札の条件に違反した入
札は無効とする。
(6)契約書作成の要否要
本業務は、契約手続きにかかる書類の授受
を電子調達システムで行う対象案件である。
なお、電子調達システムによりがたい場合
は、発注者の承諾を得て紙契約方式に代える
ものとする。
(7)落札者の決定方法予算決算及び会計令第
79条の規定に基づいて作成された予定価格の
制限の範囲内で最低価格をもって有効な入札
を行った者を落札者とする。
ただし、落札者となるべき者の入札価格に
よっては、その者により当該契約の内容に適
合した履行がなされない恐れがあると認めら
れるとき、又はその者と契約を締結すること
が公正な取引の秩序を乱すこととなる恐れが
あって著しく不適当であると認められるとき
は、予定価格の制限の範囲内の価格をもって
入札した他の者のうち最低価格をもって入札
した者を落札者とすることがある。
(8)上記2(2)に掲げる一般競争(指名競争)参
加資格(全省庁統一資格)を有していない者
も上記4(3)により申請書を提出することがで
きるが、競争に参加するためには、開札まで
に当該資格の認定を受け、且つ競争参加資格
の確認を受けていなければならない。
(9)本件は、本件に係る令和7年度予算が成立
し予算示達がなされていることを落札決定及
び契約締結の条件とする。
なお、予算成立の事情により、本件の開札
日を変更することがある。
(10)発注者が必要と認めた場合には開札までの
間に参考見積書の提出を求めることがある。
(11)電子調達システムにより入札に参加する者
は、電子証明書を取得していること。

(5) Fulfillment place: as in the tender do-

(6)Qualification for participating in the ten-
dering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
① not come under Article 70 and 71 of the
Cabinet Order concerning the Budget,
Auditing and Accounting
②have Grade A, B, C or D on "offer of
services" in Chugoku Area in term of qua-
lification for participating in tenders by
Ministry of Land, Infrastructure, Trans-
port and Tourism (Single qualification
for every Ministry and agency) for the
purpose of procurement in the fiscal year
of 2025,2026,2027
③not have filed a petition for the com-
mencement of reorganization procee-
dings under the Corporate Re-
organization Act or the commencement
of rehabilitation proceedings under the
Civil Rehabilitation Act (except those
who have done the procedure of re-
application under the notification of the
competing participation qualification)
④not be under suspension of nomination
by Director-General of Chugoku Region-
al Development Bureau from Time-limit
for submission of certificate to Bid Open-
ing
⑤not be the Building constructor that a
gangster influences management substan-
tially or the person who has exclusion re-
quest from Ministry of Land, Infrastruct-
ure, Transport and Tourism is continuing
state concerned
⑥have proven to have actually fulfill-
ment the service with performance simi-
lar to that of the service or business con-
cerned
7have proven to have prepared a system
to provide support for the products con-
cerned
⑧ have downloaded the bid manual from
the Electric Procurement system, or have
obtained the bid manual from orderer di-
rectly
