(1)契約手続において使用する言語及び通貨
日本語及び日本国通貨に限る
(2)入札保証金及び契約保証金免除
(3)入札者に要求される事項この競争に参加
を希望する者は、所定の受領期限までに証明
書等を電子調達システムにて提出しなければ
ならない。
また、開札日の前日までの間において証明
書等の内容に関して支出負担行為担当官から
の照会があった場合は、説明しなければなら
ない。
(4)入札の無効競争に参加する資格を有しな
い者のした入札及び入札の条件に違反した入
札は無効とする。
(5)契約書の作成の要否要
本業務は、契約手続を電子調達システムで
行う対象案件である。なお、電子調達システ
ムにより難い場合は、発注者の承諾を得て紙
契約方式に代えるものとする。
(6)落札者の決定方法総合評価落札方式とす
る。会計法第29条の6の規定に基づく、予算
決算及び会計令第79条の規定に基づいて作成
された予定価格の制限の範囲内であり、総合
評価の性能等のうち必須とされた項目を全て
満たした者であって、各評価項目の得点合計
を入札価格で除して得た数値(以下「評価値』
という。)の最も高い者を落札者とする。
(7)国土交通省競争参加資格の認定を受けてい
ない者の参加上記2(3)に掲げる国土交通省
競争参加資格(全省庁統一資格)の認定を受
けていない者も、上記3(3)及び(4)により入札
書及び証明書等を提出することができるが、
競争に参加するためには、開札の時において、
当該資格の認定を受け、かつ競争参加資格の
確認を受けていなければならない。
(8)競争参加資格の申請の時期及び場所「競
争参加者の資格に関する公示(令和6年3月
29日付官報)に記載されている時期及び場所
で申請を受け付ける。

7 Summary

(b) have Grade A or B on "offer of ser-
vices" in Shikoku Area in terms of quali-
fication for participating in tenders by
Ministry of Land, Infrastructure, Trans-
port and Tourism (Single qualification
for every ministry and agency) for the
purpose of procurement in the fiscal year
2025,2026 and2027
(c)not be under suspension of nomination
by Director-General of Shikoku Regional
Development Bureau from Time-limit for
the tender to Bid Opening
