なお、本入札説明会に出席を希望する者は、
出席予定者を令和7年2月17日午後5時00分
までに上記3(1)までメールまたは電話にて連
絡すること。

12時00分までに上記3(1)に示す場所に入札書
等を提出しなければならない。郵送による場
合は受領期限までに必着のこと。

(1)入札及び契約手続において使用する言語及
び通貨日本語及び日本国通貨。
(2)入札保証金及び契約保証金免除。
(3)入札者に要求される事項
①この一般競争入札に参加を希望する者
(以下「入札希望者」という。)は、入札書、
総合評価のための書類及びその他必要な書
類を受領期限までに提出すること。なお
開札日の前日までの間において、支出負担
行為担当官等から当該書類に関し説明を求
められた場合には、それに応じなければな
らない。
②入札希望者は、入札書の提出時に指名停
止を受けていない及び暴力団等に該当しな
い旨の誓約書を提出しなければならない。
③総合評価のための書類及びその他必要な
書類は外務省において技術審査するものと
し、審査の結果、採用し得ると判断したも
のを入札の対象とする。
(4)入札の無効本公告に示した競争参加資格
のない者による入札、入札者に求められる義
務を履行しなかった者による入札及び入札に
関する条件に違反した入札は無効とする。ま
た、上記(3)②の誓約書を提出せず、又は虚偽
の誓約をし、若しくは誓約書に反することと
なったときは、当該者の入札を無効とする。
(5)契約書作成の要否要。
(6)落札者の決定方法本公告に示した業務を
確実に履行できると支出負担行為担当官が判
断した書類を添付して入札書を提出した入札
者のうち、予算決算及び会計令第79条の規定
に基づいて作成された予定価格の制限の範囲
内の入札金額を提示した入札者であって、入
札説明書等で指定する業務の要求要件のう
ち、必須とされた項目の基準を全て満たす提
案をした入札者の中から、入札説明書等で定
める総合評価の方法に基づく計算を行い、得
点の最も高い者を落札者とする。

special reasons within the said clause;②
not come under Article 71 of the Cabinet
Order concerning the Budget, Auditing and
Accounting;③have Grade A, B or C "offer
of services, etc" in terms of the qualification
for participating in tenders by the Ministry
of Foreign Affairs (Single qualification for
every ministry and agency) in the fiscal
years 2022, 2023 and 2024

from Transactions by the request of the Mi-
nistry of Foreign Affairs.
