2競争参加資格
(1)予算決算及び会計令第70条の規定に該当し
ない者であること。なお、未成年者、被保佐
人又は被補助人であって、契約締結のために
必要な同意を得ている者は、同条中、特別の
理由がある場合に該当する。
(2)予算決算及び会計令第71条の規定に該当し
ない者であること。
(3)令和04・05・06年度法務省競争参加資格
(全省庁統一資格)「物品の製造」又は「物
品の販売』であって、A又はBの等級に格付
けされた関東・甲信越地域の競争参加資格を
有する者であること。
(4)その他予算決算及び会計令第73条の規定に
基づき、支出負担行為担当官が定める資格を
有する者であること。
(5)ガス事業法第3条の規定に基づきガス事業
者としての許可を得ている者、同法第37条の
7の2第1項の規定に基づきガス導管事業者
としての届出を行っている者、又は同法第37
条の9第1項の規定に基づき大口ガス事業者
としての届出を行っている者であること。
(6)競争参加資格を有しない者で入札に参加し
ようとする者は、入札書受領期限までに競争
参加資格を受け競争参加資格者名簿に登録さ
れ、当該等級に該当する場合のみ入札に参加
できる。
3入札書の提出場所等
(1)入札書の提出場所、契約条項を示す場所、

(2)入札説明書の交付方法等令和7年2月5
日から同年3月21日までの間の土曜、日曜日
及び行政機関の休日を除く8時30分から17時
00分に、上記3(1)の場所及び電子調達システ
ムにおいて、交付する。
(3)入札書の提出期限令和7年3月24日17時
00分(郵送の場合は必着のこと。)
(4)開札の日時及び場所令和7年3月27日15
時30分長野刑務所庁舎会議室
4本件は、電子調達システムを利用することが
できる案件である。
5前記3(2)による入札説明書等の配布をもっ
て、入札説明会に代える。

(3)入札の無効本公告に示した競争参加資格
のない者のした入札及び入札に関する条件に
違反した入札は、無効とする。

納入できると支出負担行為担当官が判断した
資料を添付して入札書を提出した入札者で
あって、予算決算及び会計令第79条の規定に

で最低価格をもって有効な入札を行った入札
者を落札者とする。

7 Summary

cial in charge of disbursement of the pro-
curing entity.
(6)Qualification for participating in the ten-
dering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall: ①Not come under Article
70 of the Cabinet Order concerning the Bud-
get, Auditing and Further-
more, minors, Persons under Conservator-
ship or Persons under Assistance who have
obtained the consent necessary for conclud-
ing a contract may be applicable under
cases of special reasons within the said
clause. ②Not come under Article 71 of the
Cabinet Order concerning the Budget, Au-
diting and Accounting. Grade Grade A or
B in the Kanto-Kousinetu area in "Manu-
facture of products" or "Sale of products" in
terms of the qualification for participating
in tender related to the Ministry of Justice
(the standardized qualification for every
ministry and agency) in the fiscal years of
2022,2023 and2024.④Suppliers who intend
to put in a bid without above qualifications
may be eligible only if they will be entitled
to the qualifications and the relevant grade,
and be registered in the list of qualified bid-
ders on before 21 March 2025
