gangster influences management substan-
tially or the person who has exclusion re-
quest from Ministry of Land, Infrastruct-
ure, Transport and Tourism is continuing
state concerned.
⑥have proven to have actually delivered
the products concerned or the products
with performance similar to that of the
products concerned (includes manufac-
turer's manufacturing result)
⑦ have downloaded the bid manual from
the Electric Procurement system, or have
obtained the bid manual from orderer di-
