6 Summary

(4) Basic requirements of the procurement :
A The system must comprehensively sup-
port the clinical activities and hospital
managements.
B The system must comply fully with the
principles, requirements and guidelines
regarding the medical information sys-
tem issued from the Ministry of Health.
Labor and Welfare.
C The the that make required
system must be able to operate continu-
ously 24 hours a day, 365 days a year, in-
cluding maintenance and inspections. For
this purpose, the system must be designed
with security measures in mind, and must
have a system status monitoring function,
a failure reporting function, and a system
maintenance system to ensure cyber se-
curity
D The system must be rationally and uni-
formly designed with quick system re-
sponse time, efficient input functions and
user-friendly human-machine interface.
E The system must be designed to take
the proper security measures so that it
can ensure the protection of personal in-
formation. Client terminals must be de-
signed to prevent a leaking of private in-
formation against lost or stolen affairs
F The system must contribute to avoid-
ing human error in order entry or medical
practice and to managing the risks of me-
dical practice through incident analysis.
G Whole set of data in the system must
be handled with an appropriate gra-
nularity, an assured interchangeability,
and a solid availability for constituting
medical records.
H The system must include order entry
system which can encompass all of the
orders in the hospital service. The order
entry system must save the data of opera-
tion date, place and operators for each
order, and provides the reference chart to
trace ordering process.
I The system must include subsystems
that work with order entry system in the
central departments. These systems must
cooperate with each other so as to share
data.
J The system must include the Picture
Archiving and Communication System
(PACS) which deals with medical images
taken in radiological examination, pat-
hological examination, endoscopical ex-
amination and physiological examination
so that it can be constructed enabling co-
mpletely film-less operation.
K This system must provide services such
as paging service, automated reception
service, automated accounting service,
online booking service, disclosure of med-
ical record and exchange of medical in-
formation to patients or surrounding fa-
cilities.
L The system must function as clinical
pathway that can be closely coordinated
with the medicalrecord and order entry.
M The system clinical
data into the data warehouse so that it
can contribute to assessment of the qual-
ity of medical services and the condition
of hospital managing
N The system must make integrated use
of data on the paper or the film associ-
ated with electromagnetic data.
O The required system must have backup
and restore functions with cybersecurity
measures, including backup data protec-
tion functions required by the Ministry of
Health, Labor and Welfare.
