6 Summary

(6)Qualification for participating in the ten-
dering for
participating in the proposed tender are
those who shall:
①Do not come under Article 70 and Arti-
cle 71 of the Cabinet Order concerning
the Budget, Auditing and Accounting.
Furthermore, minors, Person under Con-
servatorship or Person under Assistance
that obtained the consent necessary for
concluding a contract may be appli-
cable under cases of special reasons
within the said clause ;
② Have Grade A, B or C in offer of ser-
vice in terms of the qualification for par-
ticipating in tenders by Ministry of Eco-
nomy, Trade and Industry (Single qualifi
cation for every ministry and agency) in
the fiscal years 2022, 2023 and 2024
③Are not the subject of (a)an order pro-
hibiting them from receiving subsidies
from the Ministry of Economy, Trade
and Industry (METI); (b)an order prohi-
biting them from concluding contracts
with METI; or (c)an order disqualifying
them from bidding for METI projects co-
nducted under the "designated bidder"
system.
④ Must have obtained a permit for a val-
id dispatching business based on the
Worker Dispatching Act
⑤ The business operator is a business
operator which has taken out social in-
surance for all dispatched workers re-
quired to be covered by social insurance.
