(2)入札説明書の交付方法入札説明書は、「調
達ポータル」を利用して取得すること。
紙による交付を希望する場合の交付場所及
び問い合わせ先は上記3(1)のとおり,

(5)上記3(3)及び(4)については、調達ポータル
においてシステム障害が発生した場合には、
別途通知する日時に変更する場合がある。
4調達ポータルの利用
本件は、調達ボータルを利用した応札、入開
札手続及び電子契約により実施するものとす
る。ただし、紙による証明書等、入札書及び契
約手続の提出も可とする。詳細については、入
札説明書のとおり。
5その他
(1)入札及び契約手続において使用する言語及
び通貨日本語及び日本国通貨に限る。
(2)入札保証金及び契約保証金免除。
(3)入札の無効本公告に示した競争参加資格
のない者の提出した入札書及び入札に関する
条件に違反した入札書は無効とする。
(4)契約書作成の要否要。
(5)落札者の決定方法予算決算及び会計令第
79条の規定に基づいて作成された予定価格の
制限の範囲内で最低価格をもって有効な入札
を行った入札者を落札者とする。
(6)手続における交渉の有無無。
(7)競争参加資格の申請の時期及び場所「競
争参加者の資格に関する公示」(令和6年3月
29日付官報)に記載されている時期及び場所
のとおり。

6 Summary

dering for
participating in the proposed tender are
those who shall
1 Not come under Article 70 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting. Furthermore, mi-
nors, Person under Conservatorship or
Person under Assistance that obtained
the consent necessary for concluding a
contract may be applicable under cases
of special reasons within the said clause.
2 Not come under Article 71 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting.
3 Have Grade : (a) and (c)A, B or C(b)B,
C or D Selling (Fuels) in terms of the qua-
lification for participating in tenders by
the Tokai-Hokuriku area related to the
Ministry of Financ (single qualification
for every ministry and agency) in the fis-
cal years 2022,2023 and 2024.
4 Have not received suspension of de-
signated contractor status, etc. from any
ministry or agency (including person spe-
cially qualified by officials in charge of
disbursement of the procuring entity).
5 A person whose business situation or
trustworthiness is deemed not to have
significantly deteriorated and whose
proper performance of a contract can be
guaranteed
6Have registered with the relevant Aut-
horities, in accordance with the Pet-
roleum Stockpiling Law (Law No.96 of
1975), to initiate business of selling Pet-
roleum Products
