次のとおり一般競争入札に付します。

(7)入札書の記入方法等落札の決定に当たっ
ては、入札書に記載された金額に当該金額の
10%に相当する額を加算した金額をもって落
札価格とするので、入札者は、消費税及び地
方消費税に係る課税事業者であるか免税事業
者であるかを問わず、見積もった契約金額の
110分の100に相当する金額を入札書に記載す
ること。なお、入札書の金額欄は円未満切り
捨てとする。
(8)電子調達システムの利用本案件は、電子
調達システムで行う対象案件である。
なお、電子調達システムにより難い場合は、
紙入札方式参加願の提出をもって紙入札方式
に代えるものとする。その他詳細は入札説明
書による。
2 競争参加資格
(1)予算決算及び会計令第70条の規定に該当し
ない者であること。なお、未成年者、被保佐
人又は被補助人であって、契約締結のために
必要な同意を得ている者は、同条中、特別の
理由がある場合に該当する。
(2)予算決算及び会計令第71条の規定に該当し
ない者であること。
(3)令和4・5・6年度国土交通省参加資格
(全庁庁統一資格)において「物品の販売」
のA又はB等級に格付けされ、近畿又は四国
地域の競争参加資格を有する者であること。
また、令和7・8・9年度の前記資格の申
し込みをする旨を記載した書面を提出するも
のとし(書式は問わない。)、資格決定の際は、
速やかに資格審査結果通知書の写を提出する
こと。
(4)当該部局において指名停止の措置を受けて
いる期間中の者でないこと。
(5)電子調達システムによる場合は、電子認証
(ICカード)を取得していること。
(6)警察当局から暴力団員が実質的に経営を支
配する者又はこれに準ずる者として、国土交
通省公共事業等からの排除要請があり、当該
状態が継続している者でないこと。
(7)競争参加資格の申請の時期及び場所「競
争参加者の資格に関する公示」(令和6年3月
29日付官報)に記載されている時期及び場所
で申請を受け付ける。

(1)本契約は令和7年度予算成立を条件とす
る。

5 Summary

(6) Qualifications for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall ;
i ) not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, Minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons with in the said clause :
ii ) not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting :
iii) have Grade : A or B of level of interest, in “Sale of product” in Kinki or Shikoku area in terms of the qualifications for participating in the tenders by the Ministry of Land, Infrastructure and Transport (Single qualification for every ministry and agency) in the fiscal years of 2022, 2023 and 2024. Procedures for applying for the qualification for participating in the tenders by the Ministry of Land, Infrastructure, Transport and Tourism (Single qualifications for every ministry and agency) in the fiscal years of 2025, 2026 and 2027.
iv) The person who is not being suspended from Transactions by the request of the officials in charge of contract.
