(2) 令和4・5・6年度の国の競争参加資格（全省庁統一資格）又は情報通信研究機構による競争参加資格を有すると認められた者であること。
(3) 情報通信研究機構、総務省又は他府省等から指名停止を受けている期間中でないこと。ただし、総務省又は他府省等における処分期間については、当機構の処分期間を超過した期間は含めない。
(4) 電子入札システムによる場合は、電子認証（ICカード）を取得していること。

(1) 契約手続において使用する言語及び通貨

(3) 入札者に要求される事項 この一般競争に参加を希望する者は、封印した入札書に入札説明書に示した書類を添付して、入札書の受領期限までに提出しなければならない。また、入札者は、開札日の前日までの間において、当機構から当該書類に関し説明を求められた場合は、それに応じなければならない。
(4) 入札の無効 本公告に示した競争参加資格のない者の提出した入札書、入札者に求められる義務を履行しなかった者の提出した入札書は無効とする。

(6) 落札者の決定方法
① 予定価格の制限の範囲内で最低価格をもって有効な入札を行った者を落札者とする。
② 予定価格の制限の範囲内で、仕様書で指定する性能、機能、技術等（以下「性能等」という。）のうち、必須とした項目の最低限の要求条件をすべて満たしている性能等を提案した入札者の中から、入札説明書で定める総合評価の方法をもって落札者を定める。

① FY2025 Cyber Training System Maintenance, 1 set
② Experimental Networks Operations, Administration and Maintenance, and User Support Tasks in Keihanna FY2025, 1 set
(4) Fulfillment period: From 1 April 2025 through 31 March 2026
(5) Fulfillment place: As per the specifications
(6) Qualification for participating in the tendering procedures: Retailers eligible for participating in the proposed tender are those who shall:
(a) Not come under Article 3 and 4 of the Regulation concerning the Contract for NICT
(b) Have been qualified through the qualifications for participating in tenders by NICT, or through Single qualification for every ministry and agency in the fiscal years 2022, 2023 and 2024
(c) Not be suspended from transaction by the request of NICT, Ministry of Internal Affairs and Communications or all other prefectures. Within the suspended term by those above, only the term exceeding the suspended term by the request of NICT is not included
