次のとおり一般競争入札に付します。

(1) 品目分類番号 26
(2) 購入等件名及び数量 群馬大学で使用する
電気一式
(3) 調達案件の仕様等 入札説明書による。
(4) 履行期間 令和7年4月1日から令和8年
3月31日
(5) 履行場所 契約担当役が指定する場所
(6) 入札方法 入札金額は、各社において設定
する契約電力に対する単一の単価（月額）及
び使用電力量に対する単価を根拠とし、各地
区が提示する契約電力及び使用電力量の対価
の総価を入札金額とすること。なお、落札決
定に当たっては、入札書に記載された金額に
当該金額の10パーセントに相当する額を加算
した金額（当該金額に1円未満の端数がある
ときは、その端数金額を切り捨てるものとす
る。）をもって落札価格とするので、入札者は、
消費税及び地方消費税に係る課税事業者であ
るか免税事業者であるかを問わず、見積もっ
た契約金額の110分の100に相当する金額を入
札書に記載すること。
2 競争参加資格
(1) 契約を締結する能力を有していない者又は
破産者で復権を得ていない者でないこと。
(2) 入札者の競争参加資格 国の競争参加資格
（全省庁統一資格）において令和7年度に関
東・甲信越地域の「物品の販売」のA、B又
はC等級に格付けされている者であること。
(3) 電気事業法第2条の2の規定に基づき小売
電気事業の登録を受けている者であること。
(4) 購入物品に係る迅速なアフターサービスの
体制が整備されていることを証明した者であ
ること。
(5) 本公告に示した物品を契約担当役が指定す
る日時、場所に十分に納入することができる
ことを証明した者であること。
(6) 省CO₂化の要素を考慮する観点から、入札
説明書に記載する基準を満たす者であるこ
と。
(7) 契約担当役から取引停止の措置を受けてい
る期間中の者でないこと。
(8) 入札説明書で指定する内容等を満たす者で
あること。

(1) 契約手続において使用する言語及び通貨

(4) 入札者に要求される事項 この一般競争に
参加を希望する者は、封印した入札書に本公
告に示した物品を提供できることを証明する
書類を添付して入札書の受領期限までに提出
しなければならない。入札者は、開札日の前
日までの間において、契約担当役から当該書
類に関し説明を求められた場合は、それに応
じなければならない。
(5) 入札の無効 本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の提出した入札
書、その他入札説明書による。
(6) 契約書作成の要否 要。
(7) 落札者の決定方法 本公告に示した物品を
提供できると契約担当役が判断した入札者で
あって、国立大学法人群馬大学契約事務取扱
規程第20条の規定に基づいて作成された予定
価格の制限の範囲内で最低価格をもって有効
な入札を行った入札者を落札者とする。ただ
し、落札者となるべき者の入札価格によって
は、その者により当該契約の内容に適合した
履行がなされないおそれがあると認められる
とき、又はその者と契約を締結することが公
正な取引の秩序を乱すこととなるおそれが
あって著しく不適当であると認められるとき
は、予定価格の制限の範囲内の価格をもって
入札した次順位者を落札者とする。

(6) Qualifications for participating in the
tendering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall :
A not be a person who does not have the
ability to conclude a contract or a person
who is bankrupt and has not been re-
habilitated,
B have the Grade A, Grade B or Grade C
on sale of product in terms of the qualifi-
cation during fiscal 2025 in the Kanto •
Koshinetsu area in offer of services for
participating in tenders by Single qualifi-
cation for every ministry and agency,
C to be a person registered as a retail
electricity business operator in accor-
dance with the provisions of Article 2-2
of the Electricity Business Act,
D prove to have prepared a system to
provide rapid after-sale service for the
contract electricity,
E to be a person who has proven that
they are able to deliver the goods specifi-
ed in this announcement to the date and
location designated by the contract offi-
cer,
F to be a person who meets the criteria
specified in the bid instructions, taking
into account the elements of energy con-
servation and CO₂ reduction,
G not be currently under a suspension of
business order as instructed by The Ob-
ligating Officer,
H meet content specified in the tender do-
cumentation.
