1 調達内容
(1) 品目分類番号 26
(2) 購入等件名及び数量 立川拘置所外6施設で使用する電気の調達
年間予定使用電力量 14,358,208kWh

(6) 入札方法 入札金額は、入札説明書に基づき、各社において設定する契約電力に対する単価及び使用電力量に対する単価を根拠とし、仕様書にて提示する契約電力及び予定使用電力量の対価の合計を入札金額とすること。
なお、落札決定に当たっては、入札書に記載された金額に当該金額の10パーセントに相当する額を加算した金額（当該金額に1円未満の端数があるときは、その端数金額を切り捨てるものとする。）をもって落札価格とするので、入札者は、消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約金額の110分の100に相当する金額を入札書に記載すること。
※入札書に記載する金額の算定に当たっては、力率割引又は割増、発電費用等に係る燃料価格変動の調整額、市場価格調整及び電気事業者による再生可能エネルギー電気の調達に関する特別措置法に基づく賦課金は考慮しないこととする。
2 競争参加資格
(1) 予算決算及び会計令第70条の規定に該当しない者であること。
なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。
(2) 予算決算及び会計令第71条の規定に該当しない者であること。
(3) 令和04年・05年・06年度の法務省競争参加資格（全省庁統一資格）「物品の販売」においてAの等級に格付けされ、関東・甲信越地域の競争資格を有する者であること。
ただし、B又はCの等級であっても本件調達内容と同程度の履行実績を有する者については、当該実績を証する書面を提出の上、別途審査により認められた場合には、入札に参加することができる。
(4) 電気事業法第2条の2の規定に基づき、小売電気事業の登録を受けている者であること。
(5) 予算決算及び会計令第73条の規定に基づき、支出負担行為担当官が定める資格を有する者であること。

(2) 入札説明書の交付 上記3(1)の場所並びに電子調達システムにおいて、公告開始時から開札終了時まで、掲示及び配布する。
(3) 入札書の受領期限 紙媒体による入札書については令和7年2月12日15時00分まで（郵送の場合は令和7年2月10日17時00分まで）、電子入札書については、令和7年2月10日9時から同月12日14時59分まで受付する。

6 Summary

(6) Qualification for participating in the tendering procedures: Suppliers eligible for participating in the proposed tender are those who shall: ①Not come under Article
70 of the Cabinet Order concerning the Budget, Auditing and Accounting. However, minors, persons under conservatorship or persons under assistance who have obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause. ② Not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting. ③Have the Grade A in “Sale of product” in the Kanto-Koshinetsu area in terms of the qualification for participating in tenders by the Ministry of Justice (Single qualification for every ministry and agency) for the purpose of procurement in the fiscal years 2022, 2023, and 2024. However, suppliers who have Grade B or C may also participate in this tender if they fulfill our requirements. For further details please read the attached detailed explanation. ④ Have permission to be a retail electric enterprise in accordance with Article 2-2 of the Electricity Business Act. ⑤Fulfill the requirement mentioned in the tender manual that are Stated from the viewpoint of reducing CO₂. ⑥Meet the qualification requirements which the Obligating Officer may specify in accordance with Article 73 of Cabinet Order concerning the Budget, Auditing and Accounting.
