2 競争参加資格
(1) 予算決算及び会計令第70条の規定に該当しない者であること。なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。
(2) 予算決算及び会計令第71条の規定に該当しない者であること。
(3)①～⑥ 令和4・5・6年度国土交通省競争参加資格（全省庁統一資格）において、「東海・北陸地域」の競争参加資格を有する者であり且つ、資格の種類及び等級が「物品の販売」のA、B、C又はDの等級に格付けされた者であること。
⑦～⑪ 令和7・8・9年度国土交通省競争参加資格（全省庁統一資格）において、「東海・北陸地域」の競争参加資格を有する者であり且つ、資格の種類及び等級が「物品の販売」のA、B、C又はDの等級に格付けされた者であること。
(4) 石油の備蓄の確保等に関する法律（平成13年法律第55号）の規定に基づく石油販売業の届け出をしている者であること。
(5) 電子調達システムによる場合は、電子認証（ICカード）を取得していること。
(6) 競争参加資格の申請の時期及び場所 「競争参加者の資格に関する公示」（令和3年3月31日付官報）に記載されている時期及び場所で申請を受け付ける。
