次のとおり一般競争入札に付します。

(6) 入札方法 入札金額は、総価（総価は、1円の位まで計上できるものとする。）とし、消費税及び地方消費税を除いた「税抜き額」とすること。仕様書に示す調達内容のほか、手続などに要する一切の費用を含めること。
(7) 本件入札はせり下げ方式による。詳細は入札者に対する指示書のとりおり。
(8) 電子契約によることができる。
2 競争参加資格 本調達に係る競争に参加できる者は、次に掲げる条件をすべて満足し、かつ、契約責任者による本調達に係る競争参加資格確認の結果、資格があると認められた者とする。
(1) 当社ホームページに掲載の「中日本高速道路株式会社契約規則」（平成18年中日本高速道路株式会社規程第25号）第11条の規定に該当しないこと。
(2) 会社更生法に基づく更生手続開始の申立て又は民事再生法に基づく再生手続開始の申立てがなされていないこと。
(3) 業務実績を証明できること。
1. 2019年4月1日以降に、以下に示す業務のいずれかを履行した実績を有することを証明できる者であること。
① 高速道路会社や鉄道・航空などの公共交通機関の事業者のウェブサイト運営に関する業務（4千万円以上／年）
② 通信・電気・ガスなどのライフライン事業を実施する事業者のウェブサイト運営に関する業務（4千万円以上／年）
③ 国・地方公共団体のウェブサイト運営に関する業務（4千万円以上／年）
2. 本業務の配置予定業務責任者が2019年4月1日以降に、以下に示す業務のいずれかについて実績を有することを証明できる者であること。
① 高速道路会社や鉄道・航空などの公共交通機関の事業者のウェブサイト運営に関する業務（2千万円以上／年）
② 通信・電気・ガスなどのライフライン事業を実施する事業者のウェブサイト運営に関する業務（2千万円以上／年）
③ 国・地方公共団体のウェブサイト運営に関する業務（2千万円以上／年）
3. 上記2に示す申請書等の提出期限から開札の日までの期間に資格登録停止又は取引停止を受けていないこと。
4. 入札に参加しようとする者の間に資本関係又は人的関係がないこと。
※実績とは、1つの契約で1年間以上の契約期間を有しており、当該業務が完了または1年以上の履行が完了しているものをいう。
(4) 競争参加資格確認申請書等（以下「申請書等」という。）の提出期限の日から開札の日までの期間に、取引停止又は当社ホームページに掲載の「中日本高速道路株式会社工事・調査等の資格登録に関する要領」（平成19年1月10日付け中高契第2号企画本部長通達）に基づき名古屋支社又は金沢支社管内の業務の場合にあっては地域1、東京支社又は八王子支社管内の業務の場合にあっては地域2において資格登録停止を受けていないこと。
(5) 本調達の入札に参加した者の間の資本関係又は人的関係がないこと。
(6) 本調達に係る設計業務等の受注者でないこと及び当該受注者と資本若しくは人事面において関連がないこと。
(7) 警察当局から、暴力団員等が実質的に経営を支配する者又はこれに準ずる者として、公共工事等からの排除要請があり、当該状態が継続している者でないこと。

(2) 仕様書等の交付期間及び方法
① 交付期間：入札公告日から令和7年2月12日（水）まで。
② 交付方法：当社ホームページの入札公告・契約情報検索のページにデータをアップロードして交付する。

設計図書等は、訂正・取消をする場合があり、訂正・取消を行ったときは、入札公告・契約情報検索のページに掲載する。
4 その他
(1) 契約手続において使用する言語及び通貨日本語及び日本国通貨に限る。
(2) 入札保証金及び契約保証金 免除
(3) 入札者に要求される事項 入札者は、開札日の前日までの間において、契約責任者から申請書等に関し説明を求められた場合は、それに応じなければならない。
(4) 入札の無効 本公告に示した競争参加資格のない者の行った入札、申請書等に虚偽の記載をした者の行った入札及び入札に関する条件に違反した者の行った入札は無効とする。
(5) 契約書作成の要否 要
(6) 落札者の決定方法 契約制限価格の設定はしないが、最低価格をもって有効な入札を行った入札者と入札価格の妥当性や履行の可否を確認するための協議を行い落札者を決定する。

① Not come under Article 11 of the Central Nippon Expressway Company's regulation concerning the contract procedures
② In or after April 1, 2019, the applicant can prove that who has the following-mentioned achievement.
(a) Service related to website management for public transportation operators such as expressway companies, railroad companies and airline companies (40 million yen or more per year).
(b) Service related to website management for lifeline operators such as telecommunications companies, railroad companies and airline companies (40 million yen or more per year).
(c) Service related to website management for national and local governments (40 million yen or more per year).
③ In or after April 1, 2019, the person responsible for the work who will be engaged in this work can prove that who has the following-mentioned achievement.
(a) Service related to website management for public transportation operators such as expressway companies, railroad companies and airline companies (20 million yen or more per year).
(b) Service related to website management for lifeline operators such as telecommunications companies, railroad companies and airline companies (20 million yen or more per year).
(c) Service related to website management for national and local governments (20 million yen or more per year).
※“the following-mentioned achievement” is the one service has the contract period of at least 1 year and completed or completed at least 1 year.
④ Have been qualified through the examination of the documents submitted. Submit following documents till time-limit for the submission of application forms and relevant documents for the qualification.

■Copy of certificate of tax payment
■Document that described company career
■Application forms and relevant documents for the qualification
⑤ Have not received suspension of designated contractor status after the submission of application forms and relevant documents for the qualification.
⑥ Not have capital relationship and personal relationship with other bidders.

(8) The language used for application and inquiry shall be Japanese.
