次のとおり一般競争入札に付します。

1 調達内容

(2) 調達件名及び数量 令和7年度岩手労働局管内7官署及び花巻合同庁舎清掃業務一式

(6) 入札方法 入札金額は総価で行う。なお落札者の決定に当たっては、入札書に記載された金額に当該金額の10パーセントに相当する額を加算した額（円未満の端数切り捨て）をもって落札価格とするので、入札者は消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった価格（課税事業者の場合は消費税等額を含めた価格）の110分の100に相当する金額を入札書に記載すること。
2 競争入札に参加する者に必要な資格に関する事項
(1) 予算決算及び会計令第70条の規定に該当しない者であること。なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。
(2) 予算決算及び会計令第71条の規定に該当しない者であること。
(3) 資格審査申請書又は添付書類に虚偽の事実を記載していないと認められる者であること。
(4) 経営状況又は信用度が極度に悪化していないと認められる者で、適正な契約の履行が確保される者であること。
(5) 厚生労働省から指名停止の措置を受けている期間中でないこと。
(6) 令和4・5・6年度厚生労働省競争参加資格（全省庁統一資格）において、「役務の提供等」の「A」、「B」又は「C」等級のいずれかの等級に格付けされる者であること。
(7) 社会保険等（厚生年金保険、健康保険（全国健康保険協会が管掌するもの）、船員保険、国民年金、労働者災害補償保険及び雇用保険をいう。）の制度が適用される者にあっては、これに加入し、該当する制度の直近2年間（労働者災害補償保険及び雇用保険は2保険年度）の保険料の滞納がないこと。
(8) その他予算決算及び会計令第73条の規定に基づき、支出負担行為担当官が定める資格を有する者であること。

(5) 入札書等の提出方法 本案件は、電子調達
システムで行う。なお、電子調達システムに
よりがたい者は、支出負担行為担当官に書面
により申し出の上、紙入札方式によることが
できる。
また、郵便、電報、ファクシミリ及び電子
メールによる提出は認められない。

(5) 入札者に要求される事項 この入札に参加
を希望する者は、上記2の競争参加資格を有
することを証明する書類を令和7年2月6日
12時00分までに提出しなければならない。
また、入札に参加を希望する者は、上記証
明書類と合わせて暴力団等に該当しない旨の
誓約書を提出しなければならない。入札者は、
支出負担行為担当官から当該書類に関し説明
を求められた場合は、これに応じなければな
らない。
(6) 入札の無効 本公告に示した入札参加に必
要な資格のない者の入札及び入札に関する条
件に違反した入札は無効とする。
5 Summary

ment Building institution in 2025 fiscal year
(iv) Services period: From April 1, 2025 th-
rough March 31, 2026
(v) Services place: on the specification
(vi) Qualifications for participating in the
tendering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall: (A)Be a person who does
not fall under the provisions of Article 70 of
the Budget Settlement and Accounting Or-
dinance. In addition, even if the person is a
minor, a person under guardianship, or a
person under assistance, if they have ob-
tained the consent necessary to enter into a
contract, they fall under the case of there
being special reasons in the same article. (B)
Be a person who does not fall under the pro-
visions of Article 71 of the Budget Settle-
ment and Accounting Ordinance. (C)In the
Ministry of Health, Labour and Welfare's
qualification for bidding (unified qualifica-
tion for all ministries and agencies) for fis-
cal years 2022, 2023 and 2024, the person
must be ranked as A, B or C in the category
of “provision of services, etc.” by the Direc-
tor of the Accounting Division, Minister’s
Secretariat, Ministry of Health, Labour and
Welfare. (D)A person who is not subject to a
suspension of bidding by the Ministry of
Health, Labour and Welfare. (E)A person
who is deemed not to have stated false facts
in the qualification examination applica-
tion form and attached documents. (F)A per-
son whose business situation or credit-
worthiness is deemed not to have de-
teriorated severely. (G)Be a person who has
other qualifications specified by the officer
in charge of expenditure burden activities
based on the provisions of Article 73 of the
Budget Settlement and Accounting Ordi-
nance.
