参加者事前確認公募について、以下のとおり公告します。

2 公募に参加する者に必要な資格に関する事項
(1) 国立大学法人島根大学の契約事務取扱規程第3条及び第4条の規定に該当しない者であること。(代理人、支配人その他使用人として使用する者についても同様とする。)
(2) 国の競争参加資格(全省庁統一資格)又は国立大学法人島根大学の競争参加資格のいずれかにおいて令和7年度に中国地域の「物品の販売」のA、B又はC等級に格付けされている者であること。なお、国立大学法人島根大学の競争参加資格については、国立大学法人島根大学財務部財務課にて随時受け付けている。
(3) 電気事業法第2条の2の規定に基づき小売電気事業の登録を受けている者であること。
(4) 本公告に示した物品を学長が指定する日時、場所に十分に納入することができることを証明した者であること。
(5) 反社会的勢力への対応に関する規則(平成27年島大規則第21号)第2条第1号に規定する反社会的勢力に該当しない者であること。
(6) 省CO₂化の要素を考慮する観点から、公募要領に記載する基準を満たす者であること。
(7) 国立大学法人島根大学の契約事務取扱規程第2条の規定に基づき、学長が定める資格を有する者であること。
(8) 学長から取引停止の措置を受けている期間中の者でないこと。
(9) 川津団地においては、中国電力株式会社の特別高圧電力Bより安価で供給できる者であること。
塩治団地においては、中国電力株式会社の特別高圧電力Aより安価で供給できる者であること。

(2) 公募要領の交付方法 本公告の日から上記3(1)の交付場所にて交付する。

(1) 応募者があった場合は、応募書類等に基づき、2に定める参加資格等を確認し、適合者があったときは競争入札(一般競争)を実施する。
※参加意思確認書添付書類の受領後、川津団地においては中国電力株式会社の特別高圧電力B、塩治団地においては中国電力株式会社の特別高圧電力Aの価格と比較し、有利と認められない場合には一般競争入札は行わないので留意すること。

(6) Qualifications for participating in the tendering procedures: Suppliers eligible for participating in the proposed tender are those who shall:
A not come under Article 3 and 4 of the Regulation concerning the Contract for The National University Corporation Shimane University,
B have the Grade A, Grade B or Grade C qualification during fiscal 2025 in the Chugoku area in sales of product for participating in tenders by Single qualification for every ministry and agency, or in tenders by The National University Corporation Shimane University,
C prove to have the ability to deliver the products, required by this notice, on the date and to the place specified by President,
D not come under Item 1, Article 2 of the Regulation concerning Anti-social forces for The National University Corporation Shimane University,
E fulfill the requirement mentioned in the tender manual that are stated from the viewpoint of reducing CO₂,
F meet the qualification requirements which President, The National University Corporation Shimane University may specify in accordance with Article 2 of the Regulation,
G not be currently under a suspension of business order as instructed by President, The National University Corporation Shimane University,
H A prove to have the ability to supply at a lower price than the special high voltage power B of Chugoku Electric Power Company.
B prove to have the ability to supply at a lower price than the special high voltage power A of Chugoku Electric Power Company.
