(6) 入札方法：落札者の決定は、「総合評価落札
方式（加算）」による。落札決定に当たっては、
入札書に記載された金額に、消費税法及び地
方消費税法の規定により定められた税率によ
り算定された額を加算した金額をもって落札
価格とするので、入札参加者は消費税に係る
課税事業者であるか免税事業者であるかを問
わず、見積った契約金額から消費税及び地方
消費税相当額を除いた金額を入札書に記載す
ること。

(4) Contract period: From April 1, 2025 to March 31, 2027

(6) Qualifications for participating in the tendering procedures:
① The applicant must not fall under the provisions of Articles 16 nor 18 of the Accounting Bylaws of the Japan Foundation.
② The applicant must have Grade A, B or C classification in offering services in terms of the qualification for participating in tenders (single qualification for every ministry and agency) for fiscal years 2022, 2023, and 2024.
③ The applicant must not currently be under suspension of nomination by the Japan Foundation or Ministry of Foreign Affairs.
④ The applicant must be able to reliably fulfill the terms of the contract with the Japan Foundation and who have no record of default, delay or other breach of promise over the past year.
⑤ The applicant must be able to attend regular meetings at the Japan Foundation Japanese-Language Institute, Urawa (Kita-Urawa, Urawa-ku, Saitama-shi, Saitama).
⑥ The applicant must have an organization, personnel structure, and management base sufficient to properly implement the project, and must have sufficient management capabilities and an accounting system to properly settle accounts for funds.
⑦ The applicant must pledge to maintain the confidentiality of confidential information related to this project obtained through participation in this bidding.
⑧ The applicant must have professional knowledge and experience in website operation and maintenance, and have experience in website operation and maintenance for companies, private organizations, government agencies, etc. other than their own over the past three years, and must be able to prove this.
⑨ The applicant must have obtained ISO27001 (ISMS certification). If not, the applicant must submit SOC2 or SOC3 audit report and obtain approval from the Japan Foundation. When arranging the cloud service, the applicant must use the services of a vendor that has obtained ISMAP certification.
