1 調達内容
(1) 品目分類番号 26
(2) 購入等件名及び数量 八王子地方合同庁舎ほか84庁で使用する電気 年間予定使用電力量 9,764,101kWh
(3) 調達件名の特質等 入札説明書による。
(4) 使用期間 令和7年4月1日から令和8年3月31日まで
(5) 需要場所 入札説明書による。
(6) 入札方法 入札金額は、各社において設定する契約電力に対する単価(kW単価、同一月においては単一のものとする。)及び使用電力量に対する単価(kWh単価、同一月においては単一のものとする。)を根拠(小数点以下を含むことができる。)とし、当局が提示する契約電力及び予定使用電力量の総価を入札金額とすること。
2 競争参加資格
(1) 予算決算及び会計令第70条の規定に該当しない者であること。
なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。
(2) 予算決算及び会計令第71条の規定に該当しない者であること。
(3) 令和04・05・06年度法務省競争参加資格(全省庁統一資格)「物品の製造」若しくは「物品の販売」において、A若しくはBの等級に格付され、関東・甲信越地域の競争参加資格を有する者又は「物品の製造」若しくは「物品の販売」において、Cの等級に格付され、関東・甲信越地域の競争参加資格を有する者であって、本件と同程度の仕様の物品を供給した実績を有する者であること。
(4) 電気事業法第2条の2の規定に基づき、小売電気事業の登録を受けている者であること。
(5) 省CO₂化の要素を考慮する観点から、入札説明書に記載する基準を満たすこと。
3 入札書の提出場所等

(2) 入札説明書の交付 上記(1)の場所及び電子調達システムにおいて、令和6年12月13日まで入札説明書を交付する。
なお、返送用の封筒（A4判に送付先の住所・氏名を記載したもの）及び送付費用（普通郵便の場合、郵便切手750円）を入札参加者が準備・負担し、郵送により入札説明書を請求することもできる。

4 電子調達システムの利用
本件は、電子調達システムを利用することができる案件である。
5 その他
(1) 契約手続において使用する言語及び通貨

(2) 入札保証金及び契約保証金 免除
(3) 入札者に要求される事項 この一般競争に参加を希望する者は、入札説明書で示した必要書類を令和6年12月13日17時00分までに上記3(1)の場所に提出しなければならない。また、開札日の前日までの間において、支出負担行為担当官から当該書類について説明を求められた場合は、それに応じなければならない。
(4) 入札の無効 本公告に示した競争参加資格のない者がした入札及び入札に関する条件に違反した入札は、無効とする。
(5) 契約書作成の要否 要
(6) 落札者の決定方法 予算決算及び会計令第79条の規定に基づいて作成された予定価格の制限の範囲内で最低価格をもって有効な入札を行った入札者を落札者とする。

6 Summary
(1) Official in charge of disbursement of the procuring entity: YAMAGUCHI Yoshiyuki, Obligating Officer, Director General of Tokyo Legal Affairs Bureau.
(2) Classification of the products to be procured : 26
(3) Nature and quantity of the products to be purchased: Electricity to be used in Hachioji Regional Common Building For Government Offices and other 84 Branch Bureau Government Offices. The estimated electricity for the year 9,764,101kWh.
(4) Delivery period: From 1 April, 2025 through 31 March, 2026.
(5) Delivery place: As in the tender manual.
(6) Qualification for participating in the tendering procedures: Suppliers eligible for participating in the proposed tender are those who shall: ①Not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Persons under Conservatorship or Persons under Assistance who have obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause. ②Not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting. ③Have Grade A or B in “Manufacture of products” or “Sale of products” in the Kanto Koushinetsu area in terms of the qualification for participating in tenders by Ministry of Justice (Single qualification for every ministry and agency) for the purpose of procurement in the fiscal years 2022, 2023, and 2024. Or Have Grade C in “Manufacture of products” or “Sale of products” in the Kanto Koushinetsu area in terms of the qualification for participating in tenders by Ministry of Justice (Single qualification for every ministry and agency) for the purpose of procurement in the fiscal years 2022, 2023, and 2024 and have a record of products supply contact concerned of more than equal. ④ Have permission to be a retail electric enterprise in accordance with Article 2-2 of the Electricity Business Act. ⑤Fulfill the requirement mentioned in the tender manual that are stated from the viewpoint of reducing CO₂.
