1 調達内容
(1) 品目分類番号26
(2) 調達件名及び数量ハイパフォーマンスス
ポーツセンターで使用する都市ガス一式の調
達(ハイパフォーマンススポーツセンター
予定数量1,905,200m³、NTC・イースト
予定数量1,377,200m³)
(3) 調達件名の特質等仕様書による。
(4) 供給期間令和7年4月1日から令和9年
3月31日まで
(5) 需要場所入札説明書による。
(6) 入札方法入札金額は、入札者において設
定する使用量に対する単価を根拠(小数点以
下を含むことができる。)とし、当センターが
指示する予定数量の対価を入札金額とする。
なお、落札決定にあたっては、入札書に記載
された金額に消費税法及び地方消費税法の規
定に定められた税率により算出された金額を
加算した金額(当該金額に1円未満の端数が
あるときは、その端数金額を切り捨てた金額
とする。)をもって落札価格とするので、入札
者は、消費税及び地方消費税に係る課税事業
者であるか免税事業者であるかを問わず、見
積もった契約金額の110分の100に相当する金
額を入札書に記載すること。
2 競争参加資格
(1) 独立行政法人日本スポーツ振興センター契
約事務取扱規程(平成15年度規程第49号)第
2条及び第3条の規定に該当しない者である
こと。なお、未成年者、被保佐人又は被補助
人であって、契約締結のために必要な同意を
得ている者は、同第2条中、特別の理由があ
る場合に該当する。
(2) 暴力団又は暴力団関係者ではなく、かつ暴
力団又は暴力団関係者と社会的に非難される
べき関係を有していないものであり、「誓約
書」に誓約できる者であること。
(3) 令和4・5・6年度全省庁統一の競争参加
資格において、「物品の販売」の「A」又は「B」
の等級に格付けされている者であること。
(4) 申請書及び資料の提出期限の日から開札の
時までの期間に、「独立行政法人日本スポーツ
振興センター競争参加者の資格等に関する細
則」(平成15年度細則第35号)に基づく指名停
止措置を受けている期間中でないこと。
(5) ガス事業法(昭和29年法律第51号)第3条
の規定に基づきガス小売事業として許可を得
ている者又は同法第35条の規定に基づきガス
導管事業者としての届け出を行っている者で
あること。

(5) 落札者の決定方法 独立行政法人日本スポーツ振興センター会計規則第19条に基づいて作成された予定価格の制限の範囲内で最低価格をもって有効な入札を行った者を落札者とする。

5 Summary

(6) Qualifications for participating in the tendering procedures, suppliers eligible for participating in the proposed tender are those who shall :
① not come under Article 2 and Article 3 of the Regulation concerning the Contract for JAPAN SPORT COUNCIL. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause,
② have the Grade A or Grade B on sales of products in terms of qualification for participating in tenders by every ministry and agency of Japan in the fiscal year 2022, 2023, 2024.
③ have got the permission as Gas retailers based on the Gas Utility Industry Law, or who is performing the notification as Gas Pipeline Service Providers based on the Law.
