次のとおり一般競争入札に付します。

1 調達内容
(1) 品目分類番号26
(2) 購入等件名及び数量国立遺伝学研究所で
使用する電気契約電力1,710kW 年間予定
使用電力量9,762,500kWh 一式
(3) 調達件名の特質等入札説明書による。
(4) 納入期間令和7年4月1日から令和8年

(6) 入札方法入札金額は各社において設定す
る契約電力に対する単一の単価(月額)及び
使用電力量に対する単価を記載すること。(小
数点以下を含むことができる。)落札の決定
は、本研究所が提示する予定使用電力量の対
価を入札書に記載された入札金額に従って計
算した総価で行うので、当該総価を上記の単
価と併せて記載すること。
なお、落札決定に当たっては、入札書に記
載された金額に当該金額の10パーセントに相
当する額を加算した金額(当該金額に1円未
満の端数があるときは、その端数金額を切り
捨てるものとする。)をもって落札価格とする
ので、入札者は、消費税及び地方消費税に係
る課税事業者であるか免税事業者であるかを
問わず、見積もった契約金額の110分の100に
相当する金額を入札書に記載すること。
2 競争参加資格
(1) 大学共同利用機関法人情報・システム研究
機構の契約事務取扱規程第4条及び第5条の
規定に該当しない者であること。なお、未成
年者、被保佐人又は被補助人であって、契約
締結のために必要な同意を得ている者は、同
条中、特別の理由がある場合に該当する。
(2) 国の競争参加資格(全省庁統一資格)にお
いて令和7年度に関東・甲信越又は東海・北
陸地域の「物品の販売」のA等級に格付けさ
れている者であること。なお、当該競争参加
資格については、令和6年3月29日付け号外
政府調達第58号の官報の競争参加者の資格に
関する公示の別表に掲げる申請受付窓口にお
いて随時受け付けている。
(3) 電気事業法第2条の2の規定に基づき小売
電気事業の登録を受けている者であること。
(4) 機構長から取引停止の措置を受けている期
間中の者でないこと。
(5) 省CO₂化の要素を考慮する観点から、入札
説明書に記載する基準を満たす者であるこ
と。

4 その他
(1) 契約手続において使用する言語及び通貨
日本語及び日本国通貨。
(2) 入札保証金及び契約保証金免除。
(3) 入札者に要求される事項この一般競争に
参加を希望する者は、封印した入札書に本公
告に示した物品を納入できることを証明する
書類を添付して入札書の受領期限までに提出
しなければならない。入札者は、開札日の前
日までの間において、機構長から当該書類に
関し説明を求められた場合は、それに応じな
ければならない。
(4) 入札の無効本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の提出した入札
書、その他入札説明書による。

(6) Qualifications for participating in the tendering procedures: Suppliers eligible for participating in the proposed tender are those who shall:
A not come under Article 4 and 5 of the Regulation concerning the Contract for Research Organization of Information and Systems Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause,
B have the Grade A qualification during fiscal 2025 in the Kanto・Koshinetsu or Tokai・Hokuriku area in sales of product for participating in tenders by Single qualification for every ministry and agency,
C Fulfill the requirement mentioned in the tender manual that are stated from the viewpoint of reducing CO₂.
D not be currently under a suspension of business order as instructed by Research Organization of Information and Systems.
