参加者事前確認公募について、以下のとおり公告します。

1 公募に付する事項
(1) 品目分類番号26
(2) 購入等件名及び数量北海道大学札幌キャンパスで使用する電気一式
(3) 納入期間 令和7年4月1日から令和10年3月31日
(4) 納入場所 総長が指定する場所
2 公募に参加する者に必要な資格に関する事項
(1) 未成年者（婚姻若しくは営業許可を受けている者を除く。）、成年被後見人、被保佐人及び被補助人並びに破産者で復権を得ない者は、競争に参加する資格を有さない。なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている場合は、これにあたらない。
(2) 国の競争参加資格（全省庁統一資格）又は北海道大学の競争参加資格のいずれかにおいて令和6年度に北海道地域の「物品の販売」のA、B又はC等級に格付けされている者であること。
(3) 電気事業法第2条の2の規定に基づき小売電気事業の登録を受けている者であること。
(4) 購入物品に係る迅速なアフターサービス・メンテナンスの体制が整備されていることを証明した者であること。
(5) 本公告に示した物品を総長が指定する日時、場所に十分納入することができる者であること。
(6) 省CO₂化の要素を考慮する観点から、公募要領に記載する基準を満たす者であること。
(7) 総長から取引停止の措置を受けている期間中の者でないこと。
(8) 北海道電力株式会社の電力契約標準約款（特別高圧）及び料金表（特別高圧）（いずれも2024年4月1日実施）に規定の業務用電力（B料金）、自家発補給電力A、予備電力（予備線及び予備電源）を適用した場合の総額より安価で供給できる者であること。

(2) 公募要領の交付方法 本公告の日から上記3(1)の交付場所にて交付する。

(1) 応募者があった場合は、応募書類等を確認し、適合者があったときは競争入札（一般競争）を実施する。
5 Summary
(1) Official in charge of disbursement of the procuring entity : HOUKIN Kiyohiro, President, The National University Corporation Hokkaido University

(3) Nature and quantity of the products to be purchased: A set of Electricity used at Sapporo Campus, Hokkaido University
(4) Delivery period: From April 1, 2025, through March 31, 2028
(5) Delivery place: Hokkaido University, Sapporo Campus
(6) Qualifications for participating in the public tending procedures : Suppliers eligible to participate in the proposed public tending shall meet the following criteria :
A persons who are minors (excluding those who are married or have a business license), adult wards, persons under curatorship or assistance, and bankrupt persons who have not been reinstated shall not be eligible. However, this restriction shall not apply to minors or persons under curatorship or assistance who have obtained the necessary consent for the conclusion of a contract,
B have been rated Grade A, Grade B, or Grade C of "Sales of Goods" in the Hokkaido region during the 2024 fiscal year in either the national competition qualification (unified qualification of all ministries and agencies) or Hokkaido University's competition qualification,
C can provide proof of registry as a Retail Electricity Company based on Article 2-2 of the Electricity Enterprises Law,
D prove to have prepared a system to provide rapid after-sales service and maintenance for the procured products,
E prove the ability to deliver the products required by this notice on the date and to the place specified by the President,
F fulfill the criteria specified in the Public Tending Procedures manual from the perspective of CO₂ reduction,
G are not currently under a suspension of business order as instructed by the President of The National University Corporation Hokkaido University,
H can provide electricity at a total amount lower than that based on the business-use electricity (B rates), in-house generated supplementary power A, and reserve power (reserve lines and reserve power sources) as stipulated in the Hokkaido Electric Power Co., Inc.'s standard contract terms for electric power (special high voltage) and the rate list (special high voltage) (both newly effective from April 1, 2024).

(10) If there are any applicants, the application documents, etc. will be checked, and if suitable applicants are found, competitive bidding (general competition) will be conducted.
*Note : Upon receiving documents attached to the Confirmation of Intention to Participate, if it is recognized that the total cost based on the Hokkaido Electric Power Co. Inc.'s standard contract terms for electric power (special high voltage) and the rate list (special high voltage) (both newly effective from April 1, 2024), which includes the business-use electricity (B rates), in-house generated supplementary power A, and reserve power (reserve lines and reserve power sources), is not advantageous, please be aware that open competitive bidding will not be conducted.
