次のとおり一般競争入札に付します。

1 調達内容
(1) 品目分類番号 26
(2) 購入等件名及び数量 令和7年度大阪法務局北大阪支局ほか24庁舎で使用するガス予定使用量 324,254m³
(3) 調達件名の特質等 入札説明書による。
(4) 使用期間 令和7年4月の検針日の翌日から令和8年4月の検針日までただし、仕様書に別段の定めがある場合はこの限りではない。
(5) 需要場所 入札説明書による。
(6) 入札方法 入札金額は、各社において設定する基本単価及び使用ガス量に対する従量単価を根拠とし、当局が提示する予定年間ガス使用量等の対価を入札金額とすること。なお、落札決定に当たっては、入札書に記載された金額に当該金額の10パーセントに相当する額を加算した金額（当該金額に1円未満の端数があるときは、その端数金額を切り捨てるものとする。）をもって落札価格とするので、入札者は、消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約金額の110分の100に相当する金額を入札書に記載すること。
2 競争参加資格
(1) 予算決算及び会計令第70条の規定に該当しない者であること。
なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。
(2) 予算決算及び会計令第71条の規定に該当しない者であること。
(3) 令和4・5・6年度法務省競争参加資格(全省庁統一資格)「物品の販売」において、A又はBの等級に格付され、近畿地域の競争
参加資格を有する者又はCの等級に格付され、近畿地域の競争参加資格を有する者であって、本件調達と同等又はそれ以上の契約実績を有することを証明することができる者であること。
(4) ガス事業法第3条の規定に基づき、ガス小売事業の登録を受けている者であること。
3 電子調達システムの利用
本件は電子調達システムを利用することができる。

6 Summary

(3) Nature and quantity of the products to be purchased: Manufacturing of bags for survey documents for the 2025 Population Census 1 set.

(6) Language and currency which tender shall use in tendering procedures: Japanese and Japanese currency.
(7) Qualifications for participating in the tendering procedures: Suppliers eligible for participating in the proposed tender are those who shall: ①not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause, ②not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting, ③satisfy the Grade A or Grade B or Grade C qualification that is Office supplies on “manufacture of product” or “sales of product” in the Kanto・Koushinetsu district. These qualifications are specified in tender by Ministry of Internal Affairs and Communications (single qualification for every ministry and agency), in the fiscal years 2022, 2023 and 2024. ④have the qualification according to the Article 73 of the Cabinet Order.

(4) Delivery period: From the day after the meter reading date in April 2025 through the meter reading date in April 2026 Exception: A case of otherwise specified in the specifications.
